In the Astrakhan region, police framed an innocent person to protect a poacher they knew

Three former police officers in the Astrakhan region were found guilty of abuse of power, reports the press service of the region's Investigative Committee. Former deputy chiefs of the Russian Ministry of Internal Affairs for the Ikryaninsky district of the Astrakhan region, Ivan Kulchenko and Akhmed Dusaliev, as well as the district police officer Sergei Purveev, tried to frame an innocent person in order to shield their friend the poacher.

The investigation and the court established that in June 2014, police detained local resident Dmitry Romanenko for illegal fishing of aquatic biological resources. The detainee’s brother, Ilya, turned for help to his friend, Deputy Head of the Russian Department of Internal Affairs for the Ikryaninsky District, Ivan Kulchenko.

Kulchenko turned to Dusaliev, who on that day instructed his employees to falsify the inspection materials in relation to another person, whom Ilya Romanenko had previously found.

At the direction of Dusaliev, Purveev falsified the inspection materials, on the basis of which a criminal case was initiated against an innocent local resident.

“Investigators of the Ikryaninsky Interdistrict Investigation Department of the Investigative Directorate of the Investigative Committee of Russia for the Astrakhan Region removed the criminal case against an innocent person from police proceedings and subsequently terminated it, and charged Dmitry Romanenko,” the statement says.

According to the court decision, Ivan Kulchenko and Akhmed Dusaliev will serve their sentences in a penal colony for two and a half years. Dmitry Romanenko will spend two years in a penal colony, Sergei Purveev received a suspended sentence of 1.6 years. As a result of the amnesty act, Purveev was released from punishment.
