25 years ago, on August 20, 1991, the Estonian Supreme Council adopted a resolution "On the State Independence of Estonia". It read:
"...Taking into account that the coup d'état in the USSR poses a serious threat to the democratic processes taking place in Estonia and made it impossible to restore the state independence of the Republic of Estonia through bilateral negotiations with the USSR, the Supreme Soviet of the Republic of Estonia decides:
Confirm the state independence of the Republic of Estonia and seek the restoration of diplomatic relations of the Republic of Estonia.
In order to develop the Basic Law of the Republic of Estonia and submit it to a referendum, establish a Constitutional Assembly, the composition of which is formed by delegating the highest legislative body of state power of the Republic of Estonia - the Supreme Council of the Republic of Estonia and the representative body of citizens of the Republic of Estonia - the Congress of Estonia.
To hold in 1992, on the basis of the new Constitution of the Republic of Estonia, elections to the Parliament of the Republic of Estonia.
