
At the Sochi Center for Temporary Migrants for Migrants in the village of Vardan, 108 people announced a hunger strike. This was reported by "Mediazona" with reference to the representative of the "Southern Human Rights Center" Semen Simonov.
The special institution has a difficult situation with detained due to the transfer of the FMS into the Ministry of Internal Affairs and delays in the deportation procedure, Simonov said. So, many foreigners are ready to leave Russia at their own expense, but they cannot be taken to the airport. They also complain of food problems and refusing to process chambers from bugs.
The Temporary detention center in Vardan opened in 2013. In July, in this center, a Georgian citizen sewed his mouth in protest against deportation.
In the report published in May, "Administrative expulsions from Russia - a trial or mass exile?" The Civil Assistance Committee noted that in Russia a multiple increase in the number of court decisions on the expulsion of migrants from the country was recorded.
The study was conducted on the basis of the data of the Judicial Department in the Supreme Court, the statistics of the FMS, the study of legislation and monitoring a number of court hearings in the district courts of Moscow. The report states that a third of all decisions on the expulsion of migrants from Russia is adopted in the capital, where the courts make such decisions in a few minutes.
According to the authors of the study, from 2013 to 2015, the courts made more than 513 thousand decisions on administrative expulsion. 98 percent of them were adopted under Articles 18.8 and 18.10 of the Code of Administrative Offenses.
In 2013, the metropolitan courts adopted more than 36 thousand decisions on expulsion, for 2014 - almost 57 thousand, in 2015 - more than 58 thousand. For Moscow, the Moscow Region, Petersburg and the Leningrad Region, more than 50 percent of all decisions on the expulsion made in Russia.
As stated in the document, the multiple increase in the number of migrants expelled from Russia occurred after amendments to the legislation came into force - the article “Violation by a foreign citizen or citizenship of the rules of entry into the Russian Federation or the regime of stay” and “illegal exercise by a foreign citizen or a stateless person in the Russian Federation” (Part 3 of Article 18.10 of the Code of Administrative Offenses of the Russian Federation respectively). These innovations allowed to "legitimize the beginning of mass expulsions", the committee believes.
According to the FMS, in 2013, the entry ban was applied to almost 450 thousand people (growth of more than six times compared to 2012), in 2014 - in relation to 676 thousand people, and in 2015 - with respect to 481 thousand people. Tighten the legislation and the increase in the number of expulsions led to the fact that the number of migrants who live and work in Russia without the necessary documents has increased significantly, the report is affirmed.
