For almost ten years, the head of the Chechen Republic, Ramzan Kadyrov, constantly tried to eradicate all forms of dissent and gradually built a tyranny in Chechnya. Now Ramzan Kadyrov, who was previously appointed to the post of head of the republic by the Kremlin, has encountered the need to participate in the elections. According to the authors of the report, on the eve of these elections, local authorities angrily dealt with those whose general loyalty in relation to Kadyrov is doubtful. These people who express a special opinion, Russian and foreign journalists who criticize the authorities of Chechnya, as well as those few human rights activists who challenge the cases of abuse by republican law enforcement agencies and law enforcement agencies are recognized. Maryana Torocheshnikova: your report emphasizes: if in previous years the Chechen Republic was an increased risk zone for the work of journalists and human rights defenders, the last year showed that it became completely impossible for those people who make critical comments on Ramzan Kadyrov.

She worsened for all journalists who come to write about the real situation in Chechnya: they can be detained and not allowed to work, destroy the materials, take them to their position and, most likely, expelled outside the republic. Such a situation was not back in 2013, even in 2014. An example is the process of Ruslan Kutaev (this is a Chechen political prisoner), which was widely illuminated, and I could work calmly there. Then human rights activists could work. And in recent years, the whole situation has become bad for work - they will not give opportunity, they will interfere.
Maryana Torocheshnikova: Do I understand correctly that now in Chechnya a few people carry out real human rights activities?
Igor Kalyapin: This is probably not entirely true. Human rights activists who really work in Chechnya are, there is another thing, that we do not hear about them, they are not able to say something publicly, turn to the public, you have no opportunity to take an interview from them. I think that in the report of Human Rights Watch these names also do not appear, because, unfortunately, human rights activists in Chechnya are confronted with a choice: either you are trying to collect information about human rights violations, or you can talk about these violations without being in Chechnya. There is such a problem.
Maryana Torocheshnikova: If a person knows about a violation of the rights of another person, but in fact nothing can do anything about this: neither complain, nor reach out to a higher authorities, the same security forces, then he works just for the sake of interest, or what?

Igor Kalyapin: Some organizations have the opportunity to simply share this work. Now we have started working in the Chechen Republic on the same principle - we have some people who do not identify themselves with the “Committee to Prevent torture”, work in Chechnya, and I am trying to somehow implement their information through law enforcement agencies, through the media.

Maryana Torocheshnikova: The report of Human Rights Watch describes a story when unknown people attacked a group of journalists returning from Ingushetia to Chechnya and burned the bus. And on the same day, the next pogrom of the Office of the "Committee on Prevention of torture", its consolidated mobile group, was produced.
Vladimir Putin gave a personal instruction to conduct an investigation, to figure out what was happening, who attacked, to prosecute the perpetrators. Igor, what is known about this investigation? Are the suspects found at least?
Igor Kalyapin: These two attacks occurred at an interval of about an hour, and now an attack on a bus with employees of a consolidated mobile group and journalists will be investigated. I can’t talk about how effectively it is investigating ... Although, in my opinion, it is obvious that if the special services provided the information that they have on this highway (and this is a section of the route that is totally controlled by various technical means), then this crime would be disclosed within a few days, in hot pursuit. What the investigation does there for five months, I do not know in full, we have actively stated petitions there, and most of them were satisfied. There were introduced materials, including from a series of previous attacks that employees of the consolidated mobile group were subjected to - these are the employees of the Committee against torture and other organizations and journalists. Now everything is mainly connected in this matter.

As for the second attack - to our apartment in Karabulak, where our employees spent the night, where the documents were stored, and all this was stolen during this attack - this case was suspended literally three weeks ago, and this means that all investigative measures in this case were actually terminated. Surprisingly, they explained to us that they stopped him due to the fact that all possible investigative actions were performed, and this did not lead to the identification of suspects and accused. But just the other day, on the 25th, on the air of the Rain TV channel, the head of the republic Yunus-Bek Evkurov said that this was not an attack, but a certain search, inspection of the premises. It is not clear why, without witnesses, it is not clear why everything broke and crashed, and it is not clear why a criminal case was supposedly investigated for four months. Apparently, Yevkurov knows more than we all, he must probably be interrogated on this matter.
Maryana Torocheshnikova: In addition to this story about the real attack on journalists and the apartment, there was still a moment (he is not reflected in your report, Tatyana) of a clear threat to members of the Presidential Council of Human Rights, who were going to hold an exit meeting in the Chechen Republic. And what was the reaction to what happened from the Kremlin?
Igor Kalyapin: Like us, a group of members of the Presidential Council, who made this trip to the republics of the North Caucasus, on the eve of this trip, Mikhail Aleksandrovich Fedotov reported, our head and leader, in a telephone conversation with Ramzan Kadyrov, he mentioned that Kalyapin would be part of this group. Ramzan Akhmatovich had a pause for a long time, and then said that in this case he did not guarantee security to members of the presidential council. And he allegedly added that "you can come with Kalyapin in one place, and do not get to the other." We considered it a threat.
Maryana Torocheshnikova: And they refused the trip ... But was there any reaction from the person to whom you advise how to act with the rights of citizens (I mean the president)? You had a completely official mission ...
Igor Kalyapin: I know the reaction to this situation of several senior officials of the presidential administration. I intend to definitely raise this issue at the nearest meeting with the president. But so far, after these events, Putin and I, unfortunately, did not meet. Probably, in September or October, such a meeting will take place.
Maryana Torocheshnikova: Tatyana, from your point of view, Ramzan Kadyrov is still strongly dependent on Vladimir Putin? Or those games that he arranged with a demonstration of power when he collected a whole stadium of his fighters, these photos with instagram with dogs ready to punish the Fifth Column, thousands of rallies - this is all just a demonstration to Vladimir Putin, that “I am a master here, and just do not get rid of me”?

And therefore, when President Putin, albeit very gently, but still publicly reproaches Ramzan Kadyrov that he does not have enough relations with federal officials, gives him an appropriate instruction or even says that no one in Russia can cross the law, and this is also the leader of the Chechen Republic - these are soft, seemingly affectionate remarks, they themselves are very important.
And partly the aggravation of pressure on the dissenters inside the Chechnya, the aggravation of the persecution of journalists, human rights activists in the past year and a half is associated with the attempt of the Chechen authorities, on the one hand, to remind the population that total control is still behind them, and on the other hand, to stop the stream of negative information that is spilled out of Chechnya, and which may, one way or another, will include, one way or other The owners in the Kremlin. This is very important.
In these last and a half years, we see a total stripping of the information space in Chechnya. And, of course, in such a situation, talking about the free will of citizens is quite ridiculous.
Nevertheless, the main victims of this offensive are precisely those residents of Chechnya who allow themselves to express at least some criticism, at least some discontent in what is happening in the republic: some publicly, on social networks, and some are not publicly discussed on closed groups, for example, on the same Facebook or VKontakte, and they are caught in this, so that they are not only for them and their relatives, but all around them, but all around them and all around them. It is clear what price you can pay.

Of course, in this regard, the story with a young man from whom their pants were removed and forced to walk along the treadmill in swimming trunks and repent that he wrote something wrong on social networks about Kadyrov and Putin. Many people inside Chechnya perceive this kind of cruel public humiliation as something more terrible than death.

The question is not only that journalists are attacked, they are delayed, they are threatened, as Elena was threatened. The question is also that you are as a journalist (or as a researcher of an international organization, as me, as a human rights activist from the Russian organization, like Igor Kalyapin), you are always panicky to substitute your sources. For example, to work on this report, I did not go to Chechnya. And for me, for Human Rights Watch, this is a very atypical "operandi modus". Usually we make a "field", leave, interview people in the field and so on. But here it is absolutely impossible! After all, when I appear in Chechnya and start meeting people, they will suffer from this and their families, because the collective punishment, which is prohibited by Russian law, will be systematically applied in Chechnya. For me, to interview someone today in Grozny - this is not even my danger. Well, they will throw me out of there, well, they will detain, beat, I don’t know ... But this is first of all the question of the fact that I will be monstrously substituting people.
Maryana Torocheshnikova: Elena, how much harder it became to work, and in general, were there any opportunity to work with live sources in Chechnya? It is clear that many know you, you have a certain reputation in the North Caucasus, people trust you, but are they ready to tell you something, provide information on the basis of which you can make investigations?
Elena Milashina: I have a special situation, because I have been working in Chechnya for a long time, I worked at a time when Chechnya was not interested in anyone in Russia, only PR-News came from there, to which Ramzan Kadyrov and his environment came to. They simply still cannot understand what happened in December 2014, why suddenly Russia again became interested in Chechnya, and even so much. And I know the answer to this question, but I will not tell it on the air. (laughs)
In fact, this is a weak place in the Chechen government, and it must be used. And the inhabitants of Chechnya use it, because, with all the fear and depression that people have, they are not silent. Что принципиального случилось за эти полтора года? Я не зря приводила в пример процесс по Руслану Кутаеву, на котором я присутствовала от и до, и я могла ходить во все присутственные заведения в Чечне.

В феврале 2014 года было 70 лет депортации чеченцев и ингушей, дата, которая должна была отмечаться на федеральном уровне. Но 23 февраля пришлось на закрытие Олимпиады в Сочи, позорной, как теперь выясняется, с ее лживыми победами. И ради этой Олимпиады мы эту дату не просто забыли, а еще и направили определенные сигналы в Дагестан, Ингушетию, Кабардино-Балкарию и Чечню, чтобы либо перенести, либо массово не отмечать, - в общем, попридержать людей, которые помнят своих репрессированных родственников. Чечня здесь перестаралась: та же Ингушетия отмечала годовщину на следующий день, а в Чечне вообще запретили упоминать депортацию.
Но чеченцы - такие люди, которых можно долго и упорно, много лет ломать, но сломать их совсем невозможно. И при всех этих запретах чеченская интеллигенция собралась и провела небольшую научно-историческую конференцию в Центральной библиотеке Грозного. После этого всех участников этой конференции вызывали на ковер к Магомеду Даудову - это тогда был глава администрации Кадырова, его ближайшее окружение. Это человек, которого очень боятся. Он выполняет очень деликатные поручения именно внутри республики. За пределами республики есть другой такой человек, Адам Делимханов , чьи люди постоянно попадают в самые разные истории уже в Москве.
Кутаев был одним из ведущих на этой конференции, и он не приехал, да еще и ответил Даудову: "Ты мне не хозяин, я не буду подчиняться твоим приказам". За это он и заплатил. На него возбудили дело. Я изучала его материалы и могу сказать, что оно полностью сфальсифицировано, там нет доказательств того, что у Руслана Кутаева были наркотики. Ему их подбросили, и он был осужден. Я тогда могла быть на этом процессе, могла прийти в любой грозненский университет, в суд, куда угодно, и никому в голову тогда, полтора года назад, не пришло бы схватить меня, тащить в полицию, как недавно произошло с журналистом Ильей Азаром, изъять у меня диктофон, видеоаппаратуру и так далее.

Но он ни на что не реагирует: ни на нарушения прав журналистов, ни на нарушения прав правозащитников, ни на нарушения прав жителей Чечни. Собственно говоря, это самый принципиальный момент. У жителей Чечни нет прав, на них не распространяется Конституция. И эта модель устраивает федеральный центр, и Кадыров их устраивает ровно в этой роли: он делает что угодно с чеченцами, полный карт-бланш! И пока он это делает и не вылезает за какие-то пределы, эта модель будет полностью устраивать центр.
Марьяна Торочешникова: Они там проводят какой-то эксперимент?
Елена Милашина: Да, создали практически музей Сталина под открытым небом. Вот хотите узнать, как жили в 1937 году - поезжайте в Чечню.
Марьяна Торочешникова: И этот опыт может быть перенесен на другие регионы?

Елена Милашина: Нет, вряд ли. Эта модель придумана, с одной стороны, для управления Чечней, для подавления сепаратистских и террористических настроений, и она на данный момент очень эффективна. Вопрос в том, что дальше с ней делать, потому что она не решает ни одну долгосрочную проблему.
Татьяна Локшина: И в том, что она еще очень дорогостоящая. Дотации Москвы на Грозный остаются огромными и повышаются, но повышаются, не догоняя финансовый кризис. Местные элиты привыкли к высшей степени роскошной жизни, и в ситуации, когда рубль обесценивается, денег становится меньше, они еще больше нажимают на население.

Татьяна Локшина: Даже не протесты. Можно подумать, что инакомыслящие люди в Чечне - это некие люди, которые критиковали лично Рамзана Кадырова, говорили, что он плохой руководитель, и его не должно быть в Чечне. В основном речь идет о людях, которые просто робко выражали свое горе, свое недовольством тем или иным аспектом ситуации: что поборы, что местные чиновники коррумпированы, что выталкивают за черту бедности, что не восстанавливают то, что обещали восстановить, - и вот за это людей тоже наказывают.
Марьяна Торочешникова: В вашем докладе приведена история Айшат Инаевой. Она социальная работница, и ее подвергли очень неприятной, унизительной процедуре, вызвав на ковер к Рамзану Кадырову вместе с мужем, и она должна была оправдываться за свои слова. А она говорила, что с них вымогают деньги, забирают часть зарплаты. И муж тоже извинялся за свою жену, говорил, что он ее распустил, и это все транслировалось по местному чеченскому телевидению. Это появилось в Ютьюбе, и наверняка об этом знали, в том числе, и в администрации президента РФ, но никакой реакции не было.
У жителей Чечни нет прав, на них не распространяется Конституция
Елена Милашина: Вот Игорь Александрович не стал говорить о том, какая была реакция в администрации на унижение делегации Совета по правам человека, а я могу сказать. По моим источникам, тогдашний глава администрации Сергей Иванов сказал: "Езжайте без Каляпина. Ну, поставил Кадыров условие, соглашайтесь на это". А делегация решила, что без Каляпина они не поедут. То есть это унижение не только жителей Чечни, не только правозащитников, не только членов Совета по правам человека, это унижение администрации президента Путина.
Татьяна Локшина: Здесь довольно интересная ситуация. С одной стороны, просто видно, что за последние полтора года поступало несколько упреков, намеков Кадырову со стороны Кремля. В принципе, судя по этим упрекам, судя по высказываниям Владимира Путина, судя по тому, что Чечня не в самом лестном ключе появилась в федеральных СМИ, похоже, что фрустрация Кремля растет. И не зря же полномочия Кадырову как назначенцу, главе Чеченской республики, Кремль подтвердил не сразу, а заставил его повисеть, немножечко подождать и подергаться. Все это, понятно, происходит не зря.
Но дальше, наверное, в такой ситуации ожидается, что глава региона одумается и скажет: да, я буду сидеть тихо, все делать по правилам. И, наверное, испытывая панику, руководитель Чечни еще больше усиливает давление на любых инакомыслящих внутри республики, на любые внешние критически настроенные силы, видимо, предполагая, что, «если мы закроем всю информацию, то ничего дурного про нас не узнают, и тогда все будет хорошо». При этом, конечно, зависимость Кадырова от Кремля даже не обсуждается, это, безусловно, так.

Вопрос в том, как дальше будет реагировать Кремль. Понятно, что фрустрация фрустрацией, но, в конце концов, у Кремля много проблем - финансовый кризис, Сирия, Украина, и на фоне всего этого радикально менять что-то в Чечне, видимо, готовности нет. И Путин, в конце концов, заставив Кадырова подождать и пометаться, продлевает его полномочия до сентябрьских выборов и говорит, что будет приветствовать его участие в выборах, но Рамзану Ахматовичу нужно поработать над укреплением отношений с федеральными чиновниками и институтами. Марьяна Торочешникова: При этом нужно понимать, что уже известно, кого выберут на этих выборах, предстоящих в сентябре, и сюрпризов там не будет.
В нашей передаче несколько раз звучали слова "в последние полтора года". А почему именно полтора года? Игорь, вы информированы о многих, может быть, даже подковерных событиях, знакомы с ситуацией в Чечне. Можете пояснить, почему именно в последние полтора года такие проблемы? Только ли финансовый кризис тому виной, или есть еще политические составляющие?
Игорь Каляпин: Я не могу ответить на этот вопрос. По-моему, Лена Милашина знает на него ответ, а я не знаю. Я полагаю, что количественные изменения просто перешли в качественные, то есть режим Кадырова постепенно становится все более жестким, все более нетерпимым к критике, ну, а как следствие, он постепенно закрывал все информационные потоки, не подконтрольные ему, которые есть в республике. Понятно, что для этого нужно было заткнуть рот журналистам, правозащитникам, своих правозащитников нужно было либо ликвидировать, заставить замолчать, как это сделали в свое время с Натальей Эстемировой , как это делали с "Мемориалом", ну, а таких "варягов", как сводная мобильная группа "Комитета против пыток", нужно просто каким-то образом изгнать.

И в декабре 2014 года Рамзан Кадыров публично объявил о том, что он не даст нашей организации работать в Чеченской республике, он ее считает диверсионной, вредной, еще черт знает какой. Другие организации он так публично не называл, но это очень последовательная наступательная политика, которую он реализует. Связано это с выборами или нет? Я, честно говоря, думаю, что не связано. Я думаю, что это совершенно самостоятельный процесс, который последовательно развивается и время от времени дает такие качественные скачки, которые мы видим: с разгромами, с убийствами, в том числе.
Марьяна Торочешникова: Как раз в декабре 2014 года было совершено то самое нападение на Грозный ...
Елена Милашина: И в этот день было федеральное послание Владимира Владимировича Путина: он говорил, а в Грозном был бой - 14 лет спустя после того, как Путин пришел к власти, и 10 лет спустя, как в Чечне закончилась война... Это был очень серьезный поворотный момент, когда медийная составляющая вдруг повернулась к Чечне лицом, и Россия опять заинтересовалась тем, что происходит на Кавказе, и в Чечне, в первую очередь.
Марьяна Торочешникова: Насколько я понимаю, до их пор непонятно, сколько человек пострадало в той перестрелке в центре Грозного. Люди обращались и к нам на Радио Свобода, рассказывали, что пострадавших было гораздо больше, чем 14 убитых полицейских, а Кадыров все скрывает, но не было возможности проверить информацию.
Татьяна Локшина: Кроме погибших, были еще раненые - около 40 человек. Среди погибших был близкий родственник Рамзана Кадырова. И окончательное решение выдавить сводную мобильную группу "Комитета против пыток" из Чечни было связано с этой ситуацией, потому что именно тогда, реагируя на нападение боевиков на Грозный, Рамзан Кадыров сделал свое печально известное заявление о том, что в качестве расплаты за действия боевиков все их родственники будут наказаны, их дома будут уничтожены до фундамента, их будут изгонять из Чечни без возможности возвращения.
Марьяна Торочешникова: И он выполнил свою угрозу!

И на это заявление последовала реакция чеченского руководства - очень жесткое выдавливание сводной мобильной группы "Комитета против пыток" и самого Каляпина из Чеченской республики.
Марьяна Торочешникова: Судя по историям, которые изложены в докладе Human Rights Watch, и по тому, что говорили мы в сегодняшней передаче, складывается совершенно ясная картинка практически невозможности работы в республике правозащитников, журналистов, юристов, критиков властей. А работают там какие-то гражданские, общественные институты? Есть ли в республике правосудие, могут ли люди прийти в суд и решить свои вопросы с коммунальными службами, с долгами, добиться уголовного преследования обидчиков? Или суд там тоже в таком игрушечном состоянии?

Елена Милашина: Вы, наверное, имеете в виду последнюю историю о том, как Рамзан Кадыров, по сути, поменял руководство Верховного суда Чеченской республики. Нынешний председатель Верховного суда пока остается, но он сейчас в отпуске, и его скоро сменит другой человек. К сожалению, Верховный суд РФ согласился с тем, что теперь назначение федеральных судей у нас происходит в Чечне не по закону, а по милости и воле главы Чечни.
Вот вы сказали про коммунальные платежи. В конце апреля была свадьба племянника Рамзана Кадырова, где был многокилометровый кортеж (он был показан в Ютьюбе), просто состояние было потрачено на эту свадьбу, и как раз на это наложилась ситуация с газовой войной против населения, объявленной нынешним главой администрации Исламом Кадыровым (это племянник Кадырова).
Причем и администрация, и газовики, и учителя... Их заставляли покупать болгарки, спиливать у людей трубы якобы за долги, причем долги придумывались на бумажке, назывались какие-то неимоверные, страшные цифры долгов - 90 тысяч, 400 тысяч... Людей заставляли идти сверять; у меня по одному из районов человек взял талончик, где он был пятитысячный в очереди на сверку, это его рассмотрят через 20 лет, потому что рассматривают по 10 человек в день. Было 10 тысяч перерезаний газовых труб, 10 тысяч домов в Чечне остались без газа. То есть там реально половину республики лишили газа. При этом не разрешали покупать газовые баллоны, чтобы готовить, не позволяли покупать дрова, чтобы хотя бы как-то отапливать дома.
Людей лишили газа, заставляя платить долги, которые непонятно откуда взялись. И что суды? У меня есть судебные решения в пользу людей, судьи признавали эти долги, заявленные властью, никчемными, признавали действия власти незаконными. Проблема в том, что эти решения не исполняются. Эта ситуация немножко разрешилась, потому что огромное количество чеченцев стали жаловаться - в Вотсапе, на Ютьюбе, записывать ролики... Чеченцы, которые жалуются, апеллируют к Рамзану Кадырову, как к спасителю. У нас в России так апеллируют к Путину: он царь-батюшка, он все решит, он просто не знает, а бояре плохие... Если посмотреть эти обращения, то там есть моменты, где над Кадыровым откровенно смеются, но за это страшно наказывают. А в основном это жалобы: "Рамзан Ахматович, помоги! Мне жить не на что, я умираю от голода..." Я буквально цитирую обращение одной женщины, у которой трое детей: отключили газ, и она была должна 30 тысяч, но ей неоткуда было их взять.
Этих обращений были сотни, и они дошли до Кадырова. Он начал очень жестко критиковать тех, кто, в общем-то, по велению его племянника затеял всю эту кампанию с собиранием денег с населения, с вымогательством. И уже ничего не перерезают, но проблема в том, что не восстанавливают, и все это повисло.
Вот так все решается. Но чеченские судьи... Я считаю, что некоторые из них - одни из самых смелых и понимающих, знающих российское право, принимающих его, - таких я и в стране не знаю. И это в Чечне, где сам регион накладывает такой отпечаток, что люди вообще молчат, боятся говорить в этой судебной системе. Наши судьи - страшно незащищенные люди, но в Чечне судьи борются за свое достоинство.
