Earlier, on May 31, 2016, the Leningrad Regional Court overturned the decision of the Vsevolozhsk City Court, which fined civil activist Andrei Orlov, who was detained along with St. Petersburg truckers on February 20 near the MEGA-Dybenko shopping center on the outskirts of St. Petersburg, for five thousand rubles. The regional court then decided to return the case to the court of first instance.

On Orlov, as well as on other detainees, protocols were drawn up under part 2 of article 20.2 and article 19.3 of the Code of Administrative Offenses. On April 8, the Vsevolozhsky Court closed the case of disobedience to the lawful demands of police officers due to the absence of an offense. Under Article 20.2, the court reclassified Orlov's charge from organizing an uncoordinated event (Part 2) to participation (Part 5), however, the ruling states that Orlov is guilty of organizing it.

On February 20, truckers camped near a mall were arrested for posters on cars that police demanded they take down. Orlov had nothing to do with the truckers' protest, but simply arrived at the shopping center and saw a familiar car, approached it, talked to the people sitting there and sat inside, as a result of which he was detained along with the truckers.
