Viktor Kapitonov , who was detained near the doors of the Presidential Administration, left the Kitai-Gorod police department. An administrative offense report was drawn up against the activist under part 8 of Article 20.2 of the Code of Administrative Offenses (repeated violation by a participant of a public event of the established procedure for holding it).
At the time of the arrest, Kapitonov, together with Dmitry Zhdanov, who is a wheelchair user, laid flowers and a sign at the door of the department containing accusations against the authorities regarding the events that took place in Beslan 12 years ago.
According to Mark Galperin, in addition to Kapitonov, Vladimir Malov, who accompanied Dmitry Zhdanov, was detained, he was also released, having drawn up a protocol under part 5 of article 20.2 of the Code of Administrative Offenses (violation of the established procedure by a participant in a public event).
