President Vladimir Putin, by his decree, dismissed Pavel Astakhov from the post of Commissioner for the Rights of the Child. This is stated in the press service of the Kremlin. As noted in the text of the decree, the children's Ombudsman left his post "of his own free will."
The head of the Association of Organizations in defense of the family, the head of the Penza Executive Committee of the ONF Anna Kuznetsova, was appointed the new authorized person.
Information about the likely resignation of Astakhov has appeared in the media since the end of June. The Ombudsman himself then stated that he filed an application "after a very serious conversation" with the president. It was argued that Astakhov would leave the post after vacation, but on July 11 it became known that the Ombudsman was going to work after the vacation.
The fact that Astakhov would leave his post on September 9, on Friday, RBC reported , referring to sources in the presidential administration. According to the sources, the decision to dismiss Astakhov was made at the end of June, but then he was simply sent on vacation until September 8 - the 50th anniversary of the Ombudsman accounts for this date.
Anna Kuznetsova is 34 years old. In 2010, she created a Foundation for the support of the family, motherhood and childhood "Pokrov", and in 2015 - the Association of Organizations in Protection of the Family. In 2016, its "Pokrov" became one of the operators of presidential grants to support NGOs, he must distribute 420 million rubles for a year. Kuznetsova is the wife of a priest, the mother of six children.
According to the source of RBC in the Kremlin, Kuznetsova has good contacts with the Public Chamber and the presidential administration. Kuznetsova - a member of the ONF, leads the executive committee of the Penza branch of the front. In the spring, Kuznetsova won the primaries of United Russia in the Penza region and fell into the pre -election list of the party in the Duma elections.
It is included in the territorial group, which unites the Penza, Volgograd, Saratov and Tambov regions. At the head of this group is the first deputy head of the presidential administration Vyacheslav Volodin, who oversees the work of the Commissioners in the Kremlin. At the Congress of United Russia on June 27, Kuznetsova sat on the right hand from Vladimir Putin.
According to one of the interlocutors of the publication, Kuznetsov - "passionate personality". Another interlocutor described it as "very competent, modest and smart."
In 2009, Kuznetsova in an interview with abortion acted as a supporter of Telegony - the theory of hereditary memory of offspring. "Based on the relatively new science of Telegony, we can say that the uterine cells have information and wave memory. Therefore, these cells remember everything that happened in them. Suppose, if the woman had several partners, then the probability of the birth of an weakened child is great. This fact has a special effect on the moral basis of the unborn child. Abortion, in turn, is also a serious shock for the already desirable Kid, since cells remember the fear of the fetus before abortion, remember death, ”Kuznetsova said.
According to sources, the decision to resign Astakhov was made by the totality of reasons. Questions to it arose at the anti -corruption control of the Kremlin. They suspected a conflict of interests related to the activities of the Ombudsman and the business of his son Anton. Astakhov Jr. in 2014 bought 8.5 percent of the shares of the regional development bank, in the same year the children's ombudsman announced that he was opening an account in this bank for collecting donations to children - refugees from Ukraine.
In addition, the Kremlin’s displeasure caused Astakhov’s frequent trips abroad, as well as his unsuccessful statements. According to some reports, the Kremlin was unhappy with the remark of the official "Well, what, how did you swim?" , addressed to children who got into a catastrophe on a Syamozer in Karelia. The statement about the "27-year-old wrinkled women" made against the backdrop of a scandal with the marriage of a 57-year-old Chechen police official for a 17-year-old schoolgirl also caused an ambiguous reaction.
The 49-year-old Astakhov, a graduate of the Higher School of the KGB, served as a children's ombudsman since 2009. In 2012-2013, he played a key role in the PR provision of the Law of Plotsya, which prohibited the adoption of Russian children with US citizens, and the international scandal around the death of 3-year-old Max Shatto (Maxim Kuzmin), adopted by the Americans. He repeatedly acted with the accusations of foreigners of violence against children adopted in Russia.
