The heads of the foreign policy departments of Russia and the USA Sergey Lavrov and John Kerry completed negotiations in Geneva in Syria, which lasted more than 14 hours. At a press conference, following the results of the meeting, Kerry said that Moscow and Washington managed to develop a general plan for resolving the Syrian crisis, TASS reports.
"The USA and Russia are announcing a plan that, we hope, will stop suffering in Syria and will ensure the transition to the political process," Kerry said.
According to Lavrov, the first step in the implementation of the agreements of the Russian Federation and the United States will be confirmation of the termination of hostilities, first for 48 hours. Then, after 7 days of the truce, a joint special center will be created. This center will be engaged in the demarcation of terrorist groups from representatives of the moderate opposition in Syria, which should contribute to compliance with the ceasefire.
In addition, Moscow and Washington agreed on Syrian areas, where only the US Air Force and the US Air Force will work. Blows on terrorists in such areas will be coordinated.
Lavrov also warmly greeted the US statement of the firm intention to fight the Jebhat al-Nusra (terrorist organization, its activities are prohibited in Russia). "We are convinced that with the beginning of the implementation of the agreements, favorable conditions will be created for the resumption of intersiral negotiations on political settlement in Syria," the Russian Foreign Minister said.
One of the key elements of the plan is to end the bombing from the Armed Forces of Syria in the zones where the armed opposition detachments are mixed with the militants "Jebhat al-Nusra". “The massive bombing, from which the civilian population suffered, were the main catalyst for violence,” Kerry emphasized.
Interfax reports that the agreements of the United States and Russia suggest the withdrawal of forces from the Castello road to Aleppo. This will create a demilitarized zone around the city, which will ensure the free movement of humanitarian goods and people along this road. This, according to Kerry, "will open brilliant prospects for intersiral negotiations."
At the same time, Lavrov added that there are countries that tried to disrupt the achievement of the agreements of the Russian Federation and the United States on Syria. “The last example is the arrigent announcement of the sanctions on the eve of the meeting of our presidents in China and the next point with additional sanctions on the eve of our meeting,” the minister explained.
Recall, on September 7, information appeared in the media that US President Barack Obama at a meeting with the head of the Russian Federation Vladimir Putin in China handed over the final proposal for a transaction in Syria.
The US proposal included the achievement of a truce between the participants in the civil war throughout Syria, including around the city of Aleppo, besieged by government forces, noted the publication with reference to its sources. It was also proposed to provide corridors for the delivery of humanitarian aid and completely stop flying Syrian aviation. After that, the United States and Russia should begin a joint air campaign to strike at terrorist positions, the journalists of The Washington Post wrote.
Obama on the sidelines of the Summit G20, before meeting with Putin, stated that serious disagreement in Syria remains between Moscow and Washington. Also, within the framework of the meeting "Big Twenty", negotiations of the heads of the Ministry of Foreign Affairs of Russia and the USA were held, which, however, ended to no avail. According to the results of a meeting with Kerry, Lavrov called the “main problem” that the US promise to “demolish terrorists and the opposition” has not yet been fulfilled.
Lavrov at the end of negotiations pleased journalists with pizza and vodka
As TASS reports, Russian-American negotiations, by their duration, beat the record of the Moscow meeting of Lavrov and Kerry of July 15.
The negotiations lasted so long that Lavrov brought several boxes of pizza to reporters to reporters.
The gift of the Russian Foreign Minister was met with loud applause, and one of the journalists asked: "Where is the vodka?" After some time, Lavrov returned to the hall with a bag in which there were two bottles.
"Pizza from the American delegation, and vodka from the Russian," the minister said.
