Poroshenko announced the impossibility of organizing elections to the State Duma in Ukraine

President of Ukraine Petro Poroshenko ordered to inform the leadership of Russia on the impossibility of organizing elections on September 18 to the State Duma in Ukraine. This was written on Twitter by a spokeswoman for the head of the Ukrainian state Svyatoslav Tsegolko. Moscow previously also talked about the likely cancellation of the elections, explaining this by concern for the security of Russians.

In the near future, the Central Election Commission of Russia will discuss the issue of voting of Russian voters in Ukraine, TASS was told by a member of the CEC of the Russian Federation Vasily Likhachev: "I think we are in the very near future - we have a meeting on Monday - we will consider this situation." According to Likhachev, this decision of the Ukrainian side means that only diplomatic mission employees will be able to vote: embassies in Kyiv and three Consulate Generals - in Kharkov, Odessa and Lviv. A member of the CEC added that Russians living in Ukraine can vote in foreign plots "in other states".

The head of the CEC Ella Pamfilova told Interfax about the need to discuss the issue with the Foreign Ministry: "We will now discuss this issue with the Ministry of Foreign Affairs, I can’t say anything yet."

The press secretary Poroshenko wrote earlier: "The president instructed the Minister of Foreign Affairs to inform Moscow about the impossibility of holding Russian elections in Ukraine." Radio Liberty suggested that Poroshenko could keep in mind the territory of Crimea, which in Kiev is considered its occupied territory.

Another member of the CEC Evgeny Shevchenko in the commentary of Interfax said that Ukraine is not in Europeanly: "This is the absolute departure of Ukraine from those rules of the European community, European values ​​that they are so advanced by."

The fact that the Russians living in Ukraine will not be able to participate in the elections, the Russian side also reported, however, informally. The State Duma deputy from United Russia Vyacheslav Nikonov explained this with concern for security: according to his version, participation in the election can be regarded by the Ukrainian authorities as an “act of illness” and entail negative consequences. Ironically, statements were heard on a forum under the name "In Unity with Russia."

According to the Ukrainian census of 2001, more than 3.5 million Russian citizens lived in Ukraine. It is believed that since then the figure has decreased, especially against the background of the conflict in the Donbass.

This week it was reported that the will of Russians will be limited in other countries. The Newsru Israel portal reported, for example, that citizens of the Russian Federation were attached to areas where there are no candidates of Parnassus - a party that, judging by the pollution, bypasses "United Russia" here.

However, the activity of voters abroad is usually low: so, in the past elections in 2011, less than 300 thousand ballots were fed in all areas outside of Russia.

In an interview with TASS, a member of the CEC of Likhachev said on Saturday that "in 2011 there were about 100 thousand (Russian voters in Ukraine), and today is about 80 thousand somewhere."

Elections to the State Duma will be held on September 18 according to a mixed system: 225 deputies will be elected according to party lists, 225 - in single -member districts. On the same day, the elections of the Legislations in 39 regions of the Russian Federation will be held, seven subjects will be held direct elections of senior officials, and about 5 thousand municipal campaigns will also be planned. To get into the Duma according to the proportional system, parties must overcome a five percent barrier, it is enough for candidates in the districts to get a relative majority of votes. 14 parties participate in the party lists.
