
Judge Kirovsky District Court of Saratov Mikhail Novikov found the prisoner Sergei Khmelev guilty of false denunciation of IK-17 of Pugachev and sentenced to two and a half years in prison, human rights activist Elena Sannikova told the faces. Thus, the general punishment for the convicted person through partial addition of the deadlines increased by a year.
The repeated process in the Khmelev case began on March 15 and took place with numerous violations. All petitions for the defense of the discharge of the prosecutor Alexei Trofimov were rejected. As the defendant noted, the prosecutor is on friendly relations with the colony officers. “This is one big friendly family. He is actually a lawyer of the victims,” Khmelev said in court. In addition, Trofimov was the prosecutor in the first process, the decision of which was canceled, and therefore cannot be objective on the second.
The defense prisoners were pressure. Lawyers were forced to abandon their survey. The doctor Alexander Zhuravlev, who conducted the medical examination, did not prescribe any examinations to the prisoner. He simply rewrote the medical documents available in the case, which he admitted in court.
At the same time, an independent expert, candidate of medical sciences, Tagir Baraev analyzed the data of Khmelev medical cards and came to the conclusions confirming that the prisoner was severely beaten.
In February 2015, Khmelev announced the beating of it with three IK-17 employees. After the incident, Khmelev was hospitalized and operated on. The convict was diagnosed with a fracture of the nose, three ribs with a displacement and damage to the left lung and the gap of the intestine. When the prisoner was transferred from the prison hospital to the colony, he refused his statement under pressure. The TFR refused to initiate the case against the FSIN officers on abuse of authority and initiated a case against Khmelev under Article 306 of the Criminal Code (knowingly false denunciation).
Khmeleva was considered by the judge of the Kirovsky district court Saratov Daria Bogdanova. On October 15, prisoners appointed by the administration witnessed the prosecution by the administration. However, one of them, Vyacheslav Efimov, said that there are arbitrariness and frequent cases of cruel beatings in the colony . “Though they will kill, but I will not lie, I will tell the truth,” said Efimov.
At the meeting on October 21, Judge Bogdanova filed an application in which Efimov asked the court to take measures to protect him as a witness and exclude his transfer back to IK-17. However, the judge refused the prisoner in defense. All further petitions of Khmelev and his defense were rejected by the court.
On November 5, the judge found Khmelev guilty and increased the term for the prisoner by a year ( 
On February 19, the judge of the Saratov Regional Court Irina Mylnikova satisfied Khmelev's appeal. She canceled the decision of Judge Bogdanov and sent the case for a new consideration.
