
The new deputy head of the domestic policy department in the presidential administration, responsible for interaction with the State Duma, will be the head of the apparatus of the Public Chamber, Sergei Smirnov. It is reported by RBC.
Smirnov is 38 years old. He graduated from the Moscow Border Institute of the FSB with a degree in jurisprudence. In his youth he was engaged in karate; In 1996, he became the winner of the European Cup. Later he headed the Association of Martial Arts "Im Lianozovo".
Since the beginning of the 2000s, Smirnov was elected three times a municipal deputy of the Lianozovo district on the northern outskirts of Moscow. Then he began his career as an official. He headed the Center for Social Activity "Young Muscovites" in the Department of Family and Youth Policy of the Moscow City Hall; In this position, Vice-mayor Lyudmila Shvetsova was subordinated. Later he was engaged in youth policy in the Novomoskovsk and Western districts of the capital.
In 2014, Smirnov became the deputy head of the Rosmolodezh, whose activities are oversees another deputy head of the internal policy of the AP Timur Prokopenko. In Rosmolodezh, the functionary was responsible for regional policy. He was the first director of the Prochrevsky Youth Forum Tavrida, which since 2014 has been held annually in the annexed Crimea.
For the past two years, Smirnov has been working in the Public Chamber. It is alleged that he was engaged in billing activities there. In particular, the official introduced the practice of zero readings of bills - “public discussion” and examination by members of the chamber of the most significant legislative initiatives. With the participation of Smirnov, the laws on socially oriented NPOs, areas of advanced development, forest protection, amendments to the Tax Code were discussed. In addition, the official was responsible for the formation of public councils under ministries and departments, as well as for the staffing of the PMC.
Since 2008, the Kremlin curator of the State Duma has been Radiy Khabirov. Last week, however, RBC said that from September 19, the next day after the elections to the lower ward, Khabirov will leave his post.
According to Interfax, on Monday, the press secretary of Vladimir Putin Dmitry Peskov confirmed that Khabirov "either left, or leaves the post. “I don’t know what kind of wording (Khabirov leaves. - Ed.), But if I am not mistaken - of my own free will,” the official added.
The head of state has a plenipotentiary representative in the State Duma; Now this position is held by Harry Minh. The task of the envoy is to officially report on presidential bills. The curator of the lower house in AP is engaged in, in the words of RBC, "more informal" work with deputies.
