Everyday life: ten observers were removed

In the city of Korolev near Moscow, on elections from various sections, ten members of the PEC with the right of an advisory voice were removed. Details of the removal of observers of the OTD-Info were told by the candidate for deputies of the Duma on the list of Parnassus Evgeny Kalenov, the detention of which was previously reported.

All observers were removed without a court decision. All the police officers removed everyone. According to Kalenov, on all, except for one, drew up protocols under Art. 5.69 of the Code of Administrative Offenses (interference in the implementation of the election commission, the referendum commission established by the legislation on elections and referenda, or interference to the participation of voters, referendum participants in the vote). Later, the lawyer of the movement in defense of voter rights “Voice” Stanislav Rachinsky said that it was definitely known about five observers with protocols under Art. 5.69 Code of Administrative Offenses.

In addition to Alisa Kuznetsova, who was detained in section No. 1110 and on which the protocol on interference was drawn up, the observers were removed from plots No. 3587 (Sergey Gorbunov - they drew up a protocol on interference), 1078, 1097 (Sergey Venevitinov, a protocol was also drawn up for it), 1088 (Andrey Kalmykov, which was also drawn up for the protocol, and Alexandra Alexander Malafeevas; they were also not allowed into a certain room for voting cabins, where there was access to the members of the commission with the right of a decisive voice and from the observers from United Russia), 1096, 1093, 3588 ( Vladimir Shiryaev , it also made a protocol on interference) and 1080 (Gennady Kushch - they did Parnassus, although he was not an observer from this party). In addition, on the site 1088 observers from candidates Andrei Shalnev and Sergei Kryzhov received threats.

Article 5.69 included the Code of Administrative Offenses in March 2016. It implies a fine of two to five thousand rubles for ordinary citizens and from 20 to 50 thousand for officials for officials, which include the PEC members with the right of advisory vote.

Kalenov himself on the evening of September 18 was kept in the Kostinsky police department Korolev until the closing of the plots.

Kalenov said that on the evening of September 18, being part of the mobile group in the elections, he received information about the detention of Alice Kuznetsova, who was on the site as an observer from the Parnasovsky candidate Andrei Shalnev. Together with a member of the TIC Artem Suscyakov, Kalenov arrived at the site at the moment when Kuznetsov was taken out of there. Earlier it was reported that Kuznetsov was detained after she photographed a poorly sealed urn. After the material was published, Kuznetsova told the OVD-Info that she photographed the seals on the urns.

Kalenov told the OVD-Info that he tried to intervene, but a police officer kept him. Kalenov regarded this as an attack and called the police. After that, he went to the police department after Kuznetsova. While there, he received information that in another section in the queen, an attack was made on a member of the commission with the right of an advisory voice Konstantin Belov. When he tried to leave the police department, he was stopped by an employee who told Kalenov that he was detained for three hours to write an explanation.

Kalenov again called the police, in connection with which he had to write two explanations - about the attack and about the detention, which essentially repeated the first. In total, he spent about forty minutes in the police department, but he managed to go out only after the closing of the plots. According to him, police officers deliberately dragged on time and thus disrupted the work of the mobile group.

Alisa Kuznetsova, on whom the protocol on interference in the work of the election commission (Article 5.69 of the Code of Administrative Offenses) was drawn up on September 18, was taken to court, but the meeting in her case was postponed to September 21. Kalenov also said that on the site 1094 a member of the commission with the right of advisory vote, Artemia Penatovsky, was received by threats of physical reprisal, apparently, from a member of the administration (he said: “As soon as you leave the site, you are an end”). He did not begin to expel him from the site, but he could not sit to the end, since he was demoralized.

On the PEC No. 1110, from where Kuznetsov was removed, they did not let the tech member with the right of the advisory voice of Artem Sussyakov. His and other member Tick Inna Karezin refused to let him into the territorial commission itself.

Kalenov also said that starting on September 16, people began to come to him with a request to give a referral from Parnassus, although he did not give out such directions. From one of them, he learned the phone of the chairman of one of the election commissions, who told him that these people were sent to him from the deputy head of the city administration Dmitry Denisov. According to Kalenov, this was done so that people who would not respond to the stuffing of ballots and the “carousel” were present in the nominally from Parnassus in the areas.
