Under sensitive control

OTD-Info publishes the stories of candidates for deputies who have encountered various types of persecution in the September 18, 2016 elections. Below are evidence from the Tyumen and Moscow regions.

Tamara Kazantseva , candidate for deputies of the Tyumen Regional Duma, head of the Tyumen branch of the Communist Party, talks about the incident with the police (it was previously reported that she was detained at the polling station):

Our situation was such that people from the “Communists of Russia” were supplied at the polling stations of the city of Tyumen, with their directions that provoked the removal of our observers. People were scared by the police, scared that they could kill, beat, cripple. Therefore, in several areas they managed to remove our observers at the time of the vote count. In other areas, observers coped with this situation, did not succumb to these provocations, and remained in place. In one of the sites, the representative of the “Communists of Russia” began to scare our woman, she called me and said that she could now be deleted for nothing. I decided that I need to go there and find out, prevent all these actions. Naturally, all this was under the auspices of power, and not just someone came. We found allegedly an observer there, but he was not an observer, appeared somewhere thirty minutes before the closing of the site. He did not have an application for an appointment with a member of the commission with the right of deliberate voice, there were no documents in accordance with which he could work on the site by law, we asked him to remove, since he was illegally on the site. But the chairman of the commission refused to do this. The commission voted that it should be left. Then they called the police.

I was still a valid deputy, so I was not officially detained. Moreover, I was still a candidate for deputies of the regional Duma. But since we came to the site with the guys - Vladislav Selifanov is a member of the regional election commission with a decisive voice, Alexander Kabanov - with an advisory one - they also had the right to be like a higher commission on this site. And with us was Maxim Slyzhevsky, assistant to the deputy of the State Duma Pavel Dorokhin. But they decided to detain them, so I said that I would go with them and everything will be under my sensitive control. I really was in the police department of the city of Tyumen, testified, I was interviewed. The guys were also interviewed, then they let us go home until they seemed to be called, although our coordinates were recorded and said that they would call if necessary.

But at least we solved the problem: our observer was no longer touched, she worked on the site.

Dmitry Trunin , candidate for deputies of the State Duma in the Dmitrovsky district of the Moscow Region, talks about an attack in the territorial election commission in Khimki:

When calculating the votes in the PEC, many protocols contained arithmetic non -Urazitsy, to which we pointed. Members of the precinct commissions did not leave the protocols without the approval of the tick. When we arrived in the TIC, it was possible to ensure that in one case, the decision of the commission was appointed by the commission by the commission of the ballots. The second remark that I made concerned that the bags of ballots were not sealed. They are supposed to seal with such a plastic green thing that prevents the access of unauthorized faces to ballots without damage to the print or the bag itself. With these seals, all the bags of ballots that will be taken to TIK should be sealed. This was not done in Khimki. We paid attention to this, and I wrote a statement so that the police and TIC organize the protection of these ownerless bags. Instead, with us they began to seal them, so that it was impossible to say where the ballots were replaced and where not. It was not even written on the bags what kind of weekend they belong.

To my remark and the request of the police to respond TIC members began to attack us in order to prevent us from making a video recording of this violation. I handed over my phone to a comrade, a candidate for the Moscow Regional Duma Andrei Malygin, blocked him, defended him, and he shot it all. Our shooting shows how the candidate for the Council of Deputies of Khimki Alexei Dmitriev, our camera is being knocked out, wringing his hand. Then a member of the commission knocked out a camera from another of our activist. After that, the police began to threaten us with an administrative and criminal case. A member of the TIK, whom we convicted of falsifications, scratched his cheek.

The chairman of the precinct election commission and police officers brought us into the room, we were threatened even in an obscene form by the fact that we would be very bad. Then we said that we were going to the court to file an application, and only under such a pretext we were able to withdraw from this territorial election commission and save the videos that were now released.
