The Constitutional Court authorized blocking the accounts of alleged extremists

The Constitutional Court rejected the complaint of Barnaul opposition activist Anton Podchasov, who had previously challenged the norms obliging banks to block the accounts of persons involved in extremist activities and included in the corresponding list of Rosfinmonitoring. This is stated in the definition published on the CC website.

According to the court, such a measure is aimed at countering the financing of extremism, and at the same time does not interfere with the "life support" of people included in the list of extremists and their families - while the court points out, in particular, that the law allows them to receive and spend various social benefits, as well as a salary of up to ten thousand rubles a month per person.

Anton Podchasov in July 2015 was sentenced to one and a half years in prison on probation for reposting a text called “Russophobia Post” on the social network VKontakte. In addition, the court forbade him during this period to engage in activities related to working with telecommunications networks, including on the Internet. As a result, Podchasov, who worked in the IT sector, lost his job, and his accounts were frozen. In March 2016, it became known that Podchasov filed a complaint with the ECtHR for politically motivated persecution and violation of his right to freedom of speech.
