On September 22, the Kremlin announced personnel permutations, which were informally discussed for at least a month. Ex-speaker of the State Duma Sergey Naryshkin was appointed head of the foreign intelligence service. Mikhail Fradkov, who led intelligence from the mid-2000s, will head the board of directors of Russian Railways instead of Arkady Dvorkovich.
