Roskomnadzor came up with a new way to identify Wi-Fi users
Roskomnadzor offers to use specialized software, which will help “improve the procedure” of the use of public Wi-Fi. This is stated in the presentation of the head of the control and supervision department in the field of communication between Roskomnadzor Denis Paltsin, whom Kommersant got acquainted with.
The new software will be tied to a Wi-Fi device for a computer, smartphone or tablet. Only those users who will install this software on their devices will be able to connect to public points of access to the Internet and register.
“Software checks the compliance of the introduced identification data and the data specified in the purchase of a SIM card, and binds the MAC address to the user's identification data and the terminal equipment of Wi-Fi,” the presentation said.
The publication emphasized that the idea of using this was discussed at the All-Russian Forum "Spectrum-2016" and is currently under development.
Kommersant recalled that Roskomnadzor previously checked more than 18 thousand points of wireless Internet access in public places throughout Russia. It turned out that in more than 5.5 thousand of them there is no procedure for identifying users at the entrance to the network.
In relation to the telecom operators who violated the legislation, the department entered cases under paragraph 3 of Article 14.1 of the Code of Administrative Offenses of the Russian Federation (“implementation of entrepreneurial activity without state registration or without special permission (license)), which provides for a fine for legal entities in the amount of up to 40 thousand rubles.
In addition, Roskomnadzor discovered about 2.5 thousand access points organized by individuals, where the user identification procedure is also not provided. The department transferred this information to the FSB, since "this applies to anti -terrorism activities."
Kommersant wrote about the FSB plans to decrypt Internet traffic to implement the Yarovaya Law. It was noted that the analysis of key requests will be carried out using DPI systems that operators use to filter prohibited sites.
