Thus, delegates were chosen between the current head of the RFU Mutko and coach Valery Gazzaev. 65.2 percent votes voted for Mutko (266 votes).

Of the 179 members of the RFU, the conference was attended by 164 delegates. Each of the 79 delegates accredited by regional football federations had four votes, the rest were one at a time. The conference registered 79 representatives of regional federations.
