In Russia, two initiatives are discussing at once, designed to strengthen the moral appearance of the Russians and increase the birth rate. The Patriarch of Moscow and All Russia Kirill supported the appeal of a group of citizens on the complete ban on abortion. Later, his spokeswoman clarified that the Patriarch advocates the withdrawal of abortion from the compulsory medical insurance system. In addition, on Wednesday, a member of the Federation Council, Elena Mizulina , said that the Russian government supported her initiative to ban the Baby boxes.

The authors of the petition for the ban on abortion require recognition "for the status of a human being, the life, health and well -being of which must be protected by law." In addition, they advocate the ban on surgical and drug terminations of pregnancy, contraceptives with abortive effects, as well as "auxiliary reproductive technologies, an integral component of which is the humiliation of human dignity and the murder of children at the initial stages of embryonic development."

Patriarch Kirill and a group of citizens were supported by the Supreme Mufti of Russia Talgat Tajuddin and the Commissioner for the Rights of the Child under the President of the Russian Federation Anna Kuznetsova. She stated that the "entire civilized world" was opposed to abortion. Previously, Kuznetsova worked in the Pokrov charitable foundation, which is also engaged in the dramatic counseling - his employees persuade women preparing for abortion and refrain from this step.

Moscow doctor Olga Demicheva recalls that the withdrawal of abortion from the compulsory medical insurance system is contrary to Russian law, and a complete ban on abortion will lead to an increase in criminal operations and increase female mortality:

- To date, the Constitution of the Russian Federation guarantees medical assistance to each citizen at the expense of the state, that is, for free. Breeding pregnancy for medical indications, by decision of a woman up to 12 weeks of pregnancy, refers to medical interventions, and therefore, must be paid at the expense of the state. Therefore, this proposal in itself contradicts the letter of the constitution.

- But if we assume that abortions are removed from the compulsory medical insurance system ... What can this lead to?

Now we are again returning to this obscurantism, to this darkness.

-Today it became known that the Russian government supported the initiative of Elena Mizulina about the closure of the baby boxes. Why is the Russian government moving in this direction?

You can list a lot of dramatic situations. It is naive to believe that the decision to terminate pregnancy for any woman is an easy solution. This is always a drama. It is always difficult to make a decision to interrupt the pregnancy for a woman, and if she makes it, then this is a suffered decision. And here they want not to help her, but to drive her into a corner completely. Well, we will have a series of suicides, full -term pregnancy and murders of newborn babies, criminal abortions? We should expect all this, ”says Olga Demicheva

The head of the patient protection league, Alexander Saversky, hopes that the initiative for a complete ban on abortion will not find support from Russian legislators:

- I relate to this problem more scientifically than just emotionally. We have a state, health care is able to nursing a child, starting from 500 grams, which corresponds to about 22 weeks of pregnancy. I believe that from this moment the child is capable of autonomous existence, respectively, a woman cannot solve his fate on her own. Accordingly, from this age, the child must be recognized as a person, receive the rights to life and to protect health. This automatically suggests that starting from this age, abortion is impossible. From 12 weeks it is impossible to do abortion at will, but only for certain circumstances, including important problems as rape or identification of an unheard of defect in the health of the child. Until a period of 22 weeks, a number of conditions under which abortion is possible can be preserved, but it should be rigidly and clearly adjusted.

- If abortions want to withdraw from the compulsory medical insurance system, then the woman will now not be able to make abortion for free ...

The church can be accused of conspiracy with private medical centers

- Yes. And the church here can be accused of conspiracy with private medical centers that will earn on this, this is clearly in their interests. It is unlikely that, of course, the church does this precisely for this reason, however, this situation will lead to the fact that private traders will come true. But another question arises: and where there are no private traders, the woman fell into a difficult situation - the husband died, rape, the child made a terrible diagnosis when he is still a fruit - what should she do? Our church loves generalizations, but they are sometimes inappropriate.

- What can a complete ban on abortion lead, as it was already in Soviet times?

Crime will return, women will die

- Crime will return, women will die. Unfortunately, criminal abortions often lead to the fact that abortions are made in aseptic conditions, in unconnected places, with abnormal instruments, and women become infected and die. Maternal mortality in the Soviet Union was quite high because of this. Here we risk getting the same story, and I think that the church does not need this. I think the discussion of the problem is just beginning, ”says Alexander Saversky.

Against the background of the campaign for the ban on abortion, the Russian government supported the bill on the ban on the use of the Baby boxes, which was submitted to the State Duma of Russia in June. According to the conclusion of the government, the presence of places where you can anonymously leave unwanted newborn, violates the five articles of the Convention on the rights of the child, including the right of children to life. -There are two bills, one in support of the baby boxes, the other-the bill of Mizulina-was used by them. We hope that the bill in defense of the Baby boxes will nevertheless be considered in the State Duma and find the support of most deputies. If the position of Mizulina is taken, this will lead to an increase in cases of infanticide (intentional deprivation of the life of the baby. - RS) in the Russian Federation. In 2015, 74 such cases were registered in Russia. According to experts, this figure can be safely multiplied by 3-7 times, because some cases are not officially registered, and the dead babies are simply not found. The ban on the baby boxes will lead to an even greater increase in the number of such tragedies.

-How many children managed to save their lives thanks to the baby boxes?

- According to open sources, this is 51 infants.

- Mizulina proposes to introduce a fine of one to five million rubles or suspend the activities of the organizers of the "windows of life" for up to 90 days. How many organizations in Russia are engaged in the installation of baby boxes? And if this law is adopted, what will happen to them?

-Mrs. Mizulina, in my opinion, does not understand who exactly she wants to fine and what institutions to close. Because the baby boxes are installed in medical institutions, in maternity hospitals, and according to the logic of Mrs. Mizulina, it turns out that it is necessary to close the maternity hospital or fine them.

- Today there was news that the Internet is collected for the ban on abortion, Patriarch Kirill and the Supreme Mufti of Russia, as well as the Commissioner for the Rights of Children of Kuznetsov, supported this initiative. How do you feel about the ban on abortion?

The main reasons for getting rid of the child are material difficulties and the lack of support for loved ones

- I can say that this topic is very complicated and ambiguous. Since 2011, we have been working with families and women who are in difficult life situations, and, studying their social trajectory, we can say that the ban on abortion can lead to an increase in cases of infanticide, getting rid of the child criminal. This will increase the number of home birth, criminal abortion. It is necessary to develop a system of prevention of infanticide, social orphanage, and the state and society must combine efforts so that a woman who finds himself in a difficult life situation could receive help and support. We analyzed at one time criminal cases that are in the public domain, under Article 106 of the Criminal Code, “Murder of the Mother of the Newborn”, and the main reason for getting rid of the child, women call material difficulties and the lack of support of loved ones, ”said Ekaterina Nabatova.

The bill, which regulates the work of the baby boxes, was submitted to the State Duma in August 2015 by members of the Federation Council Konstantin Dobrynin and Vadim Tulip.

Both Elena Mizulina and the former Commissioner for the Rights of the Child Pavel Astakhov spoke out against the Baby boxes. He argued that the baby boxes contradict Russian laws and moral principles. Creating them, the state pushes mothers to abandon children, Astakhov claimed.
