Total decryption of Internet traffic and other data of Russians poses a threat to security. This was stated by the Minister of Communications and Mass Communications Nikolai Nikiforov, Interfax reports .

"If we talk about the issue of total traffic decryption, you need to understand the expediency and compliance with the norms of the constitution. The expediency in the sense that this will generally negatively affect safety, because the technologies of one or another information encryption are different, including the technologies used by state bodies," the minister said.

According to Nikiforov, there are a lot of "information noise" around this topic. “No one wants to figure out the details. This can be done when a draft normative act appears,” he said. The minister noted that today the decryption of various types of data is used as part of operational-search measures by court decision.

On September 21, Kommersant sources reported that the FSB, together with the Ministry of Communications and the Ministry of Industry and Trade, discuss not only the issues of removing data from communication networks and their storage in accordance with the "anti-terrorist law" Irina Yarova and Viktor Ozerov, but also to deciphering and analyzing the entire Internet traffic of Russians .

According to the sources, one of the decryption options under discussion is the installation of equipment on the networks of equipment operators that can perform MITM attacks, that is, to intercept and decipher the traffic from the server that the user addressed, and re-encrypt it with the SSL certificate issued by the Russian MIC, before sending the user. The decrypted traffic intends to analyze by keywords using Deep Packet Inspection (DPI).

On Monday, a member of the working group under the Presidential Administration and the general director of InfoWatch Natalya Kasperskaya informed the publication that the authorities are really discussing the issue of deciphering and analyzing the entire Internet traffic of Russians. "The topic of the transfer of the SSL certificate to the authorities has surfaced, it lobbies its Roskomnadzor and the FSB who needs it. And this is the requirement to transfer the certificate - an absolutely correct thing, because now we have a piece of the Internet that is completely not controlled by our own country," the Kaspersky explained.

"Data collection is carried out on a global scale by many who, and, unfortunately, these" many "are outside our state, this is completely wrong. You put a mobile device in your pocket - all, on this privacy, let's look in the eye," she added.
