We are in the cultural center on 10 Pushkinskaya, visiting Julia Rybakov , the former political prisoner, a deputy of the State Duma of three convocations, a member of the Human Rights Council of St. Petersburg .
- Julius Andreevich, what is your mood after the past elections, and indeed, after all the last events? You have no feeling that Russia falls into a strange space that we have not yet seen, if we talk about the latest history?
- The country is immersed in stagnation, not only economic, but also psychological, moral. There is a curious paradox. On the one hand, this is the expansion of the zone of indifference of Russians, indifference to their own future and even to the future of their own children and grandchildren. But, on the other hand, the appearance of an aggressive prohibition and limiting trend is observed.
Now something amazing is happening. People who recently capable of civic activity lose this activity. People who seek simple answers to difficult questions and at the same time ready to give someone in the teeth for the sake of a bright future, received a “green light”, moreover, they received an inner feeling of their right and opportunity to really prohibit, stop, slow down, up to crime.
The country is immersed in stagnation, not only economic, but also psychological, moral
The same story with the exhibition of naked nature of Jok Rodzhe , when some "Russian officers", but in fact, the cops and mummers of the Cossacks - without a doubt, surrounded the building of the exhibition center in their own law and did not let people into it.
- And the appeal of the patriarch to ban abortion? This is from the same opera ...
- With the patriarch, both more complicated and easier. This, as they say, is “laid in position”, as well as the Pope, who openly calls for the ban on abortion. Yes, these are their beliefs, and they have every right to this, another thing is that, probably, religious leaders make sense to act in their own field, and not on the field of civil society.
People who recently capable of civic activity lose this activity
So, this is some kind of strange explosive mixture, on the one hand, the explosive jelly, and on the other, a sluggish society, which, it would seem, is not capable of anything, with elements of aggressive protective trends. And all this causes serious anxiety, because, in my opinion (and this has already become a common place), in the economic sense we are not waiting for us in the coming years, and an empty refrigerator will win in the duel of the zombie and empty refrigerator. And the fact that the reserve fund is resigned to an end and, most likely, in the spring will simply run out in the absence of any prospects for increasing the state budget, with huge expenses to the army, is a fact. And this fact suggests that, starting somewhere in the spring of next year, we should expect an increase in tension, first small, and then not small speeches in society against the dead end in which we climbed.
- What are you seeing the reason for the defeat of an unsystematic opposition in the past elections? I would agree with some experts who say that the opposition was rather to blame for the fact that I could not attract the support of citizens. Do not you think that we are observing the end of the non -systemic opposition in the form in which it still existed? In Russia today there are many citizens who have been tired over the years from Yabloko and Parnassus and, judging by publications on social networks, offer these parties to be blossomed.

Starting somewhere in the spring of next year, we should expect an increase in tension, performances in society against the dead end in which we climbed
- Whether they bloom or not, in my opinion, today it does not matter anymore, because in fact all these attempts of self -organization ended in nothing. In fact, there is neither the Political Party of the Yabloko as a rather influential to the minds of society, nor even the Parnassus, which simply turned in some sediment with internal squabbles, in fact, who are not interested.
But this is actually it does not matter, like all the intricacies and permutations in the presidential apparatus, which are now violently discussed everywhere. "Who was changed to? What would it mean? What are the consequences?" Yes, to Yavlinsky, like our president, it is high time in the monastery to rejoice sins. But neither one nor the other will do this, alas.
Of course, we can say that our society in the early 90s, dreaming of sixteen types of sausage and freedom of expression, was unable to perceive that freedom, which is actually freedom of choice, freedom of responsibility, freedom to take the risk and freedom to see social inequality. Yes, indeed, this is so, our society was not capable of such a turn of events. Everyone expected freedom "for free" and abundance "for free." This did not work out and could not work.
Everyone expected freedom "for free" and abundance "for free." It did not work out and could not work
Throughout the Yeltsin period, despite all the problems, cataclysms and social discontent that continued to grow, we nevertheless began to leave this peak, which collapsed in the early 90s. But in public opinion it was the impression that democrats, Gaidar and Chubais were to blame for everything, and this persistent impression still exists - he was stimulated when it took it. And with the departure of Boris Nikolaevich and with the advent of his successor, a new trend appeared, a new course of processing public opinion, and he was successful.
Probably, the point here is not only in the cunning of those who made society easily manipulated, but also in those properties of the society itself, which were vaccinated for it for centuries, when slavery was a familiar state and when it was possible to rely only on the prince, on the emperor, on the generalsimus, on the “father of all nations”. Of course, this is firmly injected.
Political sculpture Julia Rybakova "Senior Brother"
But here I, perhaps, do not agree with those who say that it is in the mentality of the Russian people. This, of course, is not a mentality, but a stereotype of behavior that can be overcome and will once be overcome. Another thing is that this will need a lot of time.
The point is not only the cunning of those who made society easily manipulated, but also in the properties of society itself
But this was used to strengthen the power of the bureaucratic-core oligarchy, took advantage of these propaganda stamps-for example, that Russia is surrounded by enemies, that there is a "fifth column" and so on, that is, everything that we have seen in the last years, multiplied by Ukrainian and Crimean events. As a society, we were unable to take responsibility for our future, and this used ...
- How do you feel about the participation of Grigory Yavlinsky in the upcoming presidential election? Many democratically tuned citizens believe that such participation legitimizes these dishonest elections, this performance, and therefore condemn Grigory Alekseevich ...
-That's all the point. In this case, it will be a good presentation for the current president. He will be faced with the confidence of the people to the course that has been conducting all these years, and as an illustration that he also has an opposition, which wants a completely different one, Grigory Alekseevich will come to the people, and in the presidential administration they will say thanks to him for this. It is quite obvious that he has no chance of victory.
All this has long turned into a bad political joke
In general, all this has long turned into a bad political joke. To introduce yourself once again by the current politician and, as a result, once again “tackle” your party is such absurdity that it does not even require any censorship expressions.
- Julius Andreevich, I will allow myself to disagree with your statement that the personnel permits in the upper echelons of the authorities do not matter. For a simple Russian, this is probably so. But for someone who carefully monitors the political situation in the country, they are of great importance. For example, the appointment of Vyacheslav Volodin by the speaker of the State Duma ... As you know, he was one of those who introduced the law on the constitutional assembly to the State Duma. Moreover, the main articles of the Constitution, which, first of all, want to correct the Law on the Constitutional Assembly, is article 13, which recognizes ideological diversity, and article 15, which declares the rule of law of international law over the Constitution of the Russian Federation.
By the way, I don’t know whether it is possible to trust the deputy Evgeny Fedorov known to his fantastic statements, but he has already announced that "it will be a radical constitutional reform." What do you feel about it?
The constitution can change now
- From Comrade Fedorov, to whom, I think, not in the State Duma, but in a completely different ward, there is no need to expect anything else. Although this is most likely a response to certain wishes of certain persons that he voices.
Yes, I think that the constitution can change now. The Constitutional Assembly, if it is now collected (and its State Duma with the constitutional majority of United Russia can collect when it is required), can resolve issues with amendments in the first part of the Constitution of the Russian Federation, in the part that concerns guarantees of compliance with our basic rights. Most likely, it will be so.
But this does not apply to the president, because the president may speak somewhere in the fall before Russian citizens, say about the difficulties, about the machinations of enemies, the “fifth column” and announce the early presidential elections. This does not contradict the Constitution of the Russian Federation. And the fact that the ruling coalition should be done next year, and not later, obvious for everyone, because it will be even worse further, and in 2017 it will still be possible to enlist the support of the population, which will be done.
Vladimir Putin and Julius Rybakov
-The appointment of Vyacheslav Volodin by the speaker of the State Duma, the famous political scientist, professor of the European University in St. Petersburg, Dmitry Pravin, called the event much more important than the elections on September 18. Assuming that Vladimir Putin will never give up the authorities, and looking in 2024, when the 72-year-old elder will need to solve the problem with the successor, Dmitry Travin admits the possibility of revising the Constitution of the Russian Federation under the formation of a parliamentary republic in Russia instead of the presidential one. In this case, Prime Minister Vladimir Putin may have an unlimited time until his death.
Professor Dmitry Travin exaggerates the intellectual abilities of the presidential team
- In my opinion, Professor Dmitry Travin exaggerates the intellectual abilities of the presidential administration and a general presidential team. I do not think that they are able to predict their future for such a long period. Moreover, even if they are trying to do this, it is unlikely that there are serious grounds under this, because the country will not live until 2024 in the position in which it is located today.
Of course, there will be very sharp changes. And precisely in order to stop these changes, the parliament got the opportunity to make serious constitutional changes, but not in order to make Vladimir Putin the prime minister in 2024. He can become he before, and for this you do not need to wait for 2024. They need this in order to maintain the possibility of manipulating society, public opinion, and manage the political levers that they have (not to mention the economy) that would allow growing emergency circumstances to do the way they want.
Of course, it will be, first of all, about the first chapter of the Constitution of the Russian Federation, in which human rights are priority and in which we recognize international legislation as a priority in relation to our legislation. Here they will now try to get rid of this in order to untie their hands and, if necessary, restore order and iron and maintain a monopoly on power.
