In 2010, the case of attempted the stealing of a police car was fabricated against Nagavkin (part 3 of Article 30 - Part 1 of Article 158 of the Criminal Code). On April 13, 2011, Nagavkin appeared with a complaint to the prosecutor of the Voroshilovsky district of the city and was detained by the police outfit right in the official’s office. In protest, the human rights activist announced a hunger strike .

As noted in the LiveJournal, Nonvoboda, Nagavkin was detained the day before the expiration of the deadline for submitting documents for inclusion in the PMC. The human rights activist was in the PMC of the previous convocation, but he was taken out of there. The probable reason for this was called him "an irreconcilable position in relation to the facts of arbitrariness in the system of law enforcement agencies."

Already on the day of the detention, the investigator of the OP "Voroshilovsky" Rosa Mkhitaryan threatened Nagavkin by sending to the SIZO-1 , "and there it will be seen what would happen next." As a result, Nagavkin was sent under house arrest.

Later in the same month, the police tried to fabricate the case against the human rights activist under Part 1 of Article 318 of the Criminal Code (the application of non -hazardous violence to a representative of the authorities), according to which the conclusion in the pre -trial detention center is possible. However, the TFR, as the Union of Solidarity with political prisoners conveyed , refused to initiate this case six times. The prosecutor's office did not cancel the sixth refusal.

On July 11, 2011, the peace judge of the 78th section of the Voroshilovsky district, Maria Antonova, sentenced Nagavkin in the case of the theft by 160 hours of compulsory work . On September 23, the Voroshilovsky district court, having examined the appeal of the human rights activist, changed the sentence for a fine of 15 thousand rubles. The regional court on November 29 left the appeal ruling in force.
