Police officers and the Federal Bailiff Service (FSSP) came straight into the cabin after landing and announced to Kuzmina that she was allegedly transporting a large amount of money in foreign currency. The human rights activist was detained, searched and interrogated. The reason for such actions of the police was the statement of the head of the local branch of the National Liberation Movement (NOM) Dmitry Gurenkov, who somehow found out about Kuzmina's return to Samara. In addition, during the departure from Moscow, the human rights activist's passport was checked at the airport for so long that she missed the plane.

After the search, the bailiffs handed Kuzmina an order to repay within five days the tax debt of the Golos-Povolzhye NGO in the amount of 2,222,000 rubles (plus penalties and fines). Otherwise, they promised to apply coercive measures to the human rights activist - the arrest of accounts and property, as well as restrictions on leaving Russia.

The state's claims against the Golos-Povolzhie Foundation, included in the list of foreign agents, are related to the receipt of funds from the United States Agency for International Development (USAID), which was recognized as an undesirable organization. According to the tax service, donations made by USAID to Golos are income, and the NPO is required to pay tax. On March 14, the Samara Regional Court ruled to recover 2,225,000 rubles from the head of the Golos-Povolzhye Association for “damage to the state by non-payment of taxes on “profit”.
