
President Vladimir Putin expanded the powers of the Russian Guard. According to the Decree "On the Federal Service of the National Guard Troops" posted on the official portal of legal information, the department received about a hundred powers, including the participation of troops in ensuring the wartime regime, planning joint actions with the armed forces, military units and bodies for the defense of the country.
Also, the Russian Guard is entrusted with the implementation of mandatory state fingerprint registration in Russia. In addition, it will participate "within its competence in conducting events on information confrontation," the document says. Also, the Russian Guard will be able to independently conduct the production of administrative offenses.
The document notes that the Russian Guard will be able to create its own territorial police units in the regions of the country. "The Russian Guard for the fulfillment of the tasks assigned to the troops of the National Guard and the provision of their activities creates: structural divisions of the central apparatus; territorial bodies; military units (bodies), which undergo persons who have special police ranks," the document says.
By decree of the president, the new department received the right to develop measures to ensure aviation security in the field of civil aviation. The document establishes the right of the Russian Guard to form their requests, interact with defense and scientific enterprises to create new equipment and weapons in the interests of the department.
By the same decree, the president allowed the head of the service to have seven deputies. In addition, the document officially appears in the abbreviated name of the Service - the Russian Guard.
Putin signed the law on the creation of the National Guard (Rosguard) in Russia on July 3. The document, on April 5, introduced by the president to the State Duma, was adopted by her on June 22 , and on June 29 - approved by the Federation Council.
The Russian Guard was created on the basis of the internal troops of the Ministry of Internal Affairs, which were brought from the structure of the police department to subordinate the individual executive body - the Federal Service of the National Guard forces. In addition, police special forces are included in the Russian Guard, including OMON and SOBR, as well as the FSUE "Security". The total number of soldiers of the new power structure will be 350-400 thousand people.
The declared tasks of the Russian Guard - "Ensuring the regime of territorial integrity", including participation in the protection of the state border, the fight against terrorism, work in emergency situations, and the protection of special objects. The competence of the special services also includes the control of the turnover of weapons and the work of private security enterprises.
When finalizing the Law on the Russian Guard in the State Duma, the special services soldiers were imputed in the duty and participation in the suppression of unrest in places of imprisonment. The suppression of unrest was included in the circle of duties of BB, however, among the tasks of the new special services in the Putin version, the bill was not mentioned.
Viktor Zolotov was appointed director of the Federal Service of the Russian Guard and the commander in chief of the troops, who in 2000-2013 was the head of Putin’s personal guard.
