
In April 1998, President Boris Yeltsin unexpectedly appointed 35-year-old Kiriyenko, who worked as the Minister of Fuel and Energy, the head of the Government of the Russian Federation. Before that Kiriyenko, who graduated from the university in Nizhny Novgorod and was well acquainted with the then governor of the Nizhny Novgorod region Boris Nemtsov, was engaged in business - he worked in banks and oil companies. Unusually young politics in glasses was quickly nicknamed the Kinder Surprise. Kiriyenko markedly changed the structure of the government and attracted fresh personnel - his team received the name of “young reformers” - but against the backdrop of a sharp decrease in oil prices, attempts by liberal reforms crashed, and Kiriyenko’s resignation was sent on August 23, a week after his government declared a default on state -owned -worn, immersed the country into a severe economic crisis.

If we talk about the formation of Kiriyenko as a statesman, it is better to judge not for these four months, but by the embassy [in the Volga District at the beginning of the zero] and “dew” - when a person could build politics, choose a team, build personnel.
The commission, which made a decision on the default of 1998, was not Kiriyenko. Having left the civil service, Kiriyenko took up party construction - already at the end of 1998 he created the political movement “New Power”, which soon became part of the new Liberal Party “Union of Right Forces”. It was Kiriyenko who headed the party list in the State Duma elections in December 1999-the ATP went to the Duma, gaining 8% of the vote and taking fourth place, which eventually became the best result in the history of the party. Then the politician claimed the post of mayor of Moscow, competing in the election with Yuri Luzhkov (Kiriyenko took second place, receiving 11.9% of the vote; Luzhkov won with a result of 69.9%). In parliament, Kiriyenko did not sit long - already in May the new President of Russia Vladimir Putin offered him the position of his plenipotentiary representative in the Volga Federal District.

Kiriyenko was fame, people in the regions who associated their fate with him - and the fact that he became one of the co -chairs of the ATP and the head of the faction was an absolutely adequate decision. As for the [slogan of the ATP in the 1999 elections] “Kiriyenko - to the Duma, Putin - to the presidency”, after all, in 1999, Putin was a man whose name was directly related to [former mayor of St. Petersburg Anatoly] Sobchak, a man set by our President Yeltsin. The decree on the division of the territory of Russia into seven federal districts, in each of which its representatives were supposed to oversee the realization of the constitutional powers of the president, Vladimir Putin signed on May 13, 2000 - and five days later Sergey Kiriyenko became the first plenipotentiary in the Volga fola, which includes 14 regions. In this post, he worked for more than five years-in parallel, in 2001, heading the State Commission on Chemical Disarmament.

In November 2005, Kiriyenko was appointed head of the Federal Agency for Atomic Energy, which two years later was transformed into a vertically integrated state corporation Rosatom. The planning horizon in Rosatom was thirty years. The era of hydrocarbons will never end, the nuclear energy will occupy 20% and more from all the energy of the world for another fifty years, and Sergei Vladilenovich perfectly understood this. In general, as a prime minister, I knew him little, and his rule ended quite sadly. Therefore, when I met him as the leader of Rosatom, I admit, I was very surprised at how everything was arranged there. ”
Bulat Nigmatulin, Doctor of Technical Sciences, a member of the Scientific Council of the Institute of Natural Monopolies, a member of the nuclear Society of the Russian Federation : “On the one hand, there are a lot of potential or already signed contracts for the construction of nuclear power plants abroad in Rosatom. On the other hand, six to seven power units were built under Kiriyenko in Russia. And then we still lived with 7% of GDP growth per year, and now the economy is not growing - but there is a tough connection between the growth of the economy and energy consumption. People who painted these programs - academics, the Ministry of Energy, RAO UES - did not take this connection. All this was ignorant! Yes, we have a rich history of atomic energy, there are a lot of developments, but all this should be commercialized. And the construction [domestically] does not contribute to this. You need to be more economical, careful, think about the people, and not just about the development of their projects. ”

Like Russian President Vladimir Putin, Sergey Kiriyenko is fond of martial arts. Since 1998, he has been engaged in Aikido and has the fourth given on it. Since 2005, the official has been the president of the National Council of Aikido of Russia, as well as the co-chair of the Russian Martial Arts Union (another co-chair-Yuri Trutnev, deputy chairman of the Russian government and the presidential plenipotentiary in the Far Eastern Federal District). In 2013, Kiriyenko spoke about his hobby like this: “Aikido is harmony, the world is harmony, and if you are in harmony with yourself and in harmony with the world, then you will invincide. Any aggressor violates the harmony of the world, and that means it is enough to turn his aggression against him so that the balance is restored and good triumph. Here is such a pretty philosophy, for me it has long ceased to be a purely sports element. It is very relevant for life in general. ”

Despite the rather vivid political past, Sergei Kiriyenko, in recent years, a person who will now oversee the presidential administration, avoided comments on pressing issues-even when what was happening directly concerned the liberal opposition, to which the official once belonged. Medusa almost failed to find the public statements by Kiriyenko, not directly related to the activities of Rosatom; The official spoke even about the current situation in Ukraine and the accession of Crimea exclusively in the context of the concerns of the state corporation: so, in 2015 he noted that Ukraine fulfills its obligations on the transit of nuclear fuel, and in 2014 stated that the construction of nuclear power plants in the Crimea was not planned.
Kiriyenko changed himself only in connection with the murder of Boris Nemtsov, with whom he was associated with a long relationship: talking with journalists after a farewell ceremony with an opposition politician on March 3, 2015, the head of Rosatom expressed confidence that the murder was politically motivated and was an “attempt to destabilize the situation”. “Boris was chosen for this as an ideal goal. No matter how scary, this is true, ”Kiriyenko said then.
Leonid Gozman : “The fact that Kiriyenko came to Nemtsov’s funeral is important, because the presidential administration was quite demonstratively distant [from them].
