The Investigative Committee closed the criminal case against Olga Li, ex-deputy of the Kursk Regional Duma and editor-in-chief of the People's Journalist newspaper, on charges of inciting hatred or enmity on the basis of belonging to a social group of government representatives (Part 1 of Article 282 of the Criminal Code). This was reported on the website of the International Human Rights Group "Agora" with reference to lawyer Roman Lyzlov, who represents the interests of the journalist.
Lawyer Lyzlov received a decision to terminate the criminal prosecution from the investigator for especially important cases of the department for the investigation of especially important cases of the Investigative Department of the Investigative Committee for the Kursk Region, Sergei Eshtokin. It says that Li's actions do not contain the elements of a crime under part 1 of article 282 of the Criminal Code, she is recognized as having the right to rehabilitation and compensation for harm associated with criminal prosecution.
The document also notes that the state experts of the institution of justice did not find in the video “Servants of the Devil: who is being dragged into the State Duma by United Russia”, in the text of the appeal to the President of the Russian Federation, in the videos “For the inaction of the President, counteraction will follow”, “On Russia, corruption, Ukraine, the opposition” and “Olga Li I u poli voin — vistup against Putin u Rosii-Vikna-novini-03/07/2016” (Olga Li is one warrior in the field — speaking out against Putin) “a set of linguistic and psychological signs of inciting enmity, hatred ( discord) in relation to a group of persons distinguished on the basis of gender, race, nationality, language, origin, attitude to religion, belonging to any social group ... threats to commit ... inducement to any violent, discriminatory or destructive actions. At the same time, in some of the videos submitted for analysis, in particular, about the President of Russia, these experts found "a combination of linguistic and psychological signs of accusing the author of an official - the President of Russia - of inaction, supporting the illegal actions of prosecutors."
