Of course, he gained experience, he gained cunning, and political cunning, he gained his mind and he practically achieved all the goals set for himself - this is completely unambiguous. When they try to portray some savage or idiot from him-this is not so. He is at times smarter than those who take his interviews. At times, he plays out of himself the one whom he needs to play at the moment. He survived, he became a federal politician - this is definitely. He even tries to build some kind of foreign policy. In my opinion, a person unique in this regard, the head of the subject of the Federation, but at the same time he has such ambitions. He is practically unsteady. Yes, we have been talking a lot, especially recently, there is no such fraternal or father-sonorous love between him and Putin, yes, there is a certain disappointment in Kadyrov, there is irritation by Kadyrov, especially among security forces-this is all clear, we all know this, all this can be explained. But in fact, this is the head of the subject of the federation, which is motionless. Whenever some rumors or talk about the fact that he will suddenly be changed. And to whom? He got a lot, he is well done, he is wise. He suits the Kremlin-this is definitely, he loves him there, does not love him, but he did not even find access to his hearts, he simply showed that without him it may be even worse. And he in every possible way proves that without him Chechnya will be a rather unstable subject of the federation. I am right or wrong - it is impossible to prove. In any case, the majority is convinced of this. So we are dealing with a very cynical, very shallow person who uses everything, including religion, and does it quite successfully. Moreover, despite everything that was just said and what we know about, he is popular. He may not love him, but he is respected and afraid of him. Everything is based on this.
Elena Rykovtseva: That's what I want to say about "love." I wrote to the Chechens, my colleague, and asked who you advise us to invite our air about Ramzan Kadyrov, who will speak interestingly. He says: you understand one simple thing - the Chechen will talk about Ramzan either as God or nothing. Two options, no third option exist. And then I told him that it turns out if someone says nothing-this is already suspicious. Soon those who do not say anything about Ramzan Kadyrov will be enough. We did not get through to Julia Latynina, so we do not know now, does she still think that this is the best for Chechnya or no longer counts. He managed to convince you that yes, it was all terrible, but it would be worse if not for him?
Sergei Sokolov: Of course, he did not convince me of this. Because all the power that is now sitting in Chechnya, even in Moscow is a product of two wars. These people, being in the position of irremovability, of course, gradually begin to save their own threat in themselves. Apparently, Ramzan Kadyrov is little Chechnya, he suffocates there.
Elena Rykovtseva: The kingdom is not enough.
Sergey Sokolov: Because everything that is possible is done, everything that can be rolled up, certain shortcomings without it will be destroyed. I want more. There were repeated attempts to hint that it would be nice if he were a special representative in the North Caucasus, something else.
Elena Rykovtseva: He would have gone for a promotion, do you think he left Chechnya?
Sergey Sokolov: He would not have gone to Moscow so far, as it seems to me. As far as I know, there were proposals, especially after the tragedy that happened to Boris Nemtsov, there were proposals to transfer him to some wonderful position to Moscow. As far as I understand, it did not work out. But to put Kadyrov in the Caucasus, even with all the preferences that he had previously promised, no one will go to this. Because nearby, no less strong from the point of view of their position in the republics of the same Yevkurov, the same Abdulatipov, this means bringing a confusion to the Caucasus. And this is a strange situation: he has already grown out of what he was before, and where to go further is not yet clear. How this issue will be resolved further is unknown. At least, it is known that the same security forces cannot work in Chechnya without the permission of Ramzan Kadyrov, they cannot interrogate anyone, they cannot search anything, arrest anyone. We encountered this fact on the example of the case of Boris Nemtsov. That is, this is an absolutely closed enclave.

Ahmed Zakaev: I think that he will go down in history as an absolutely negative character, as the main culprit of the tragedy of the Chechen people, which has been going on for several decades. Kadyrov, the younger voluntarily took responsibility for all those crimes that were committed as a result of these two wars, he did it consciously. I think that in history this assessment will be this. Although my personal opinion is that he is also a victim of Russian policy in the Caucasus.
Elena Rykovtseva: Let's listen to Dzhambulat Umarova, 'This is the current Minister of Press of the Chechen Republic.
Dzhambulat Umarov: I am too small a person to give an assessment to such a political phenomenon as Ramzan Kadyrov. The Chechen people gave him an assessment. For Ramzan Kadyrov, who is 40 years old today, you understand that this is a certain line, when the past is comprehended, the future is comprehended when a person stands before the start of a new path, mature path, mature views, mature plans for the future of his people. Its political formula sounded at the first meeting of the new parliament of the Chechen Republic, where it is very short, but very capacious, in my opinion, said that it would not be easily, it would be only more complicated every day. Modern realities dictate to us the need for creative thinking, non-standard decisions, a patriotic upsurge, because the patriotic rise of the Chechen people is not a product of some political technologies, this is what we came to through pain, through sorrows, through blood, through fear, through horror. Therefore, the word "patriotism" in the Chechen Republic and now, as we see, in Russia it has very capacious, very powerful, fundamental foundations.
Elena Rykovtseva: We are always talking about the dependence of the fate of Ramzan Kadyrov on Putin, but is there any dependence of his fate on the attitude of his own people?
Alexey Malashenko: This is the most interesting question that I would be afraid to give an answer because I am from the outside. I have many friends of Chechens, many familiar Chechens. Opinions are very, very contradictory. They do not love him, but many respect him, there is nothing for what, but such a dual attitude towards him is quite obvious. There is one question that also does not have an answer, but which somehow you have to reflect on. It has already been said that the system that he created is not the system that meets the political culture of the Chechen society, there is still a consensus, contractual culture. I do not believe that he finally broke her. Because it is normal, sorry for the expression, Chechnya is Chechnya, where different groups of interests, teips, clans and so on agree among themselves. This is fine. But how normal it is for current Russia, I do not know. Ramzan Kadyrov, he is normal, absolutely normal. I do not want to compare it with Stalin. Let's joke: imagine that we have honest elections in Russia, and Ramzan Kadyrov is exhibited by a candidate for president of Russia. Who do you think will collect more - Zhirinovsky or Kadyrov?
Elena Rykovtseva: I think that Kadyrov.
Alexey Malashenko: You understand which thing - it is popular not only in Chechnya, it is popular in Russia as a strong person. Returning to the first issue, does he enjoy support in the Chechen society? I think that it uses. Despite everything, this must be recognized.

We love Lukashenko more, Russians, than the Belarusians themselves sometimes, because they do not face it so tightly. It seems to me that there is also some kind of romantic halo for the Russians on Kadyrov, they don’t know how they live there, what they have there, it seems to them that he is so cool, he will come, save. Just now we are watching a new comedy of the Russian “groom”, where one of the heroes of the Dagestan says: “And there is complete chaos, the Russian authorities can’t do anything in this unfortunate village, humiliate, oppress - I will call Ramzan, he will come and save. Maybe it is that romanticization by Russians out of ignorance?
Alexey Malashenko: I think this is not only out of ignorance - this is really for the Russian people a burden to a hard hand. I would like to believe that there is such an honest and hard hand. We had Stalin, they still remember about him as a manager, and positive, successful and so on. From this point of view, what is worse than Ramzan? This is even more interesting. Very correctly you compared with Lukashenko, it would seem, a completely paradoxical comparison, wild, but this has a paradoxical and very deep meaning. Therefore, Ramzan is typical for today's Russia. In some respects with his playing Islam, he is typical of the Muslim world, he also understands this. This is a strong figure. A pleasant, unpleasant, but strong and in some way a collectively inevitable figure for the current situation. I'm not talking about such a small particular, about such a "trifle" - two Chechen wars. By the way, I agree with Zakayev, who says that Ramzan himself is a tragic figure, this is a product of what was. Therefore, he may like it, do not like it, there may be a variety of emotions, including negative ones, especially in the media, but let's try to approach objectively. What to do, such is our life.

On the other hand, before giving him the necessary blessing, the Kremlin kept Kadyrov in an suspended state, his powers did not extend, guarantees that he wanted to see him in these elections until the last moment. And in this way the Kremlin clearly made him understand that everyone was not thank God. Хочется повторить, что нам показалось очень важным выпустить этот доклад незадолго до выборов сентябрьских в Чеченской республике, потому что в течение последнего года от самых разных людей, жителей Чечни мы разными, наверное, словами, но слышали одну и ту же пугающую фразу, что так, как сейчас, так страшно, так чудовищно, так невыносимо, не было даже во время войны. Елена Рыковцева: Люди доведены, людям страшно, при этом одновременно вы же не будете отрицать существование поддержки, может быть не 98%, но есть у него эти голоса, много. Как это совмещается, как это сочетается?
Татьяна Локшина: Я думаю, здесь нужно развести две проблемы. То, сколько людей формально поддержало Кадырова на выборах – это один вопрос. То, сколько людей его поддерживают реально – это вопрос совершенно другого характера. Я еще раз подчеркну, что в ситуации тотального террора, то, что происходило в преддверии выборов в Чечне, люди не могут себе позволить не прийти на избирательные участки, не могут себе позволить не проголосовать. Это не про выборы – это совсем про другое. Что же до того, существуют ли в Чечне люди, которые реально поддерживают Кадырова, они существуют, они не могут не существовать. Более того, изначально, когда Кадыров только консолидировал свою власть, думаю, эта поддержка была гораздо выше, чем сейчас. На тот момент обычные жители Чеченской республики видели, что реконструкция наконец после бесконечной войны и разрухи действительно происходит, что появляется в кране вода, начинают нормально работать школы, медицинские учреждения, муниципальные учреждения, идет ремонт жилого сектора. Это все было в разрушенной республике чудовищно важно. И на этом месте, конечно, у Кадырова был огромный кредит доверия, огромный кредит полномочий. Елена Рыковцева: Смотрите, что интересно, конечно, нерепрезентативный опрос, мы нерепрезентативно запустили в "Твиттер" то же самое: хотели бы вы съездить в Чечню? Что говорят наши твиттер-читатели: 56% категорически нет, 24% – не при этом режиме, да – 15% и 5% да, но с опаской. Мы получили несколько комментариев, один человек говорит: я туда езжу по работе, ничего страшного. Но тотально – боимся, боимся. Тут пропаганда не пробивает, сколько мы видим, я, например, смотрю телевизор всегда и вижу, что сколько хорошего о Чечне, сколько рассказывается об этих зданиях в центре Грозного, какой он чистенький, "зачищенный" слово не употребляется при этом, просто красиво, чисто, светят огоньки, зоопарки открываются, детки катаются на каруселях. А вот не хотят, боятся все еще.
Сергей Соколов: Дело не в народе, даже не в том, что происходит в самом Грозном. Потому что представление о Чечне наиболее яркое москвичам и жителям других крупных городов дают люди, приехавшие сюда, так называемые силовики чеченские, которые оккупируют местные гостиницы, стреляют на свадьбах, делают что хотят, убивают людей и ничего за это им не бывает. Был дикий скандал, когда часть сотрудников ФСБ даже подала в отставку, когда не хотели арестовывать чеченских силовиков, которые чуть не избили до смерти человека. Был скандал, мы напечатали материал, их задержали, потом отпустили. Мне очень понравился комментарий по этому поводу Следственного комитета: потерпевший сам не очень социальный человек. То, что эти люди могут делать здесь все, что хотят, им за это ничего не будет, делают это красочно, шумно и со вкусом – это экстраполируют на всю Чечню. Люди видят этих несдержанных абсолютно товарищей, думают, что там все такие. Хотя это не так, я много работал сам в Чечне и до войны, и во время войны, абсолютно другой народ. Наиболее сильная боевая единица российских вооруженных сил – это чеченские силовики, которые пытаются жить так, как им хочется, в Москве, Санкт-Петербурге и везде.
Елена Рыковцева: Я сейчас предлагаю послушать несколько мнений наших экспертов, все эти мнения касаются в какой-то степени политического будущего Рамзана Кадырова. Давайте начнем с Олега Орлова – это член совета правозащитного центра "Мемориал", который только что объявили "иностранным агентом".
Олег Орлов: Кадыров будет править настолько долго, насколько Кремль будет совершенно и абсолютно мириться с его вседозволенностью и всевластием там. Мне представляется, что если Кремль попытается наводить элементарный конституционный порядок в Чечне, не с помощью бомб и танков, а нормально, эффективно, с помощью правовых механизмов, привлекая к ответственности хотя бы кого-то из окружения Кадырова, будет показано, что господин Кадыров не является эмиром, ханом, султаном самостийным в Чечне, а является главой одного из субъектов Российской Федерации, можно уже будет видеть какие-то серьезные изменения.
Елена Рыковцева: Василий Полонский, журналист.
Василий Полонский: Рамзан Ахматович будет править ровно столько же, сколько будет президентом Владимир Путин. Конечно, все эти игры, что Кадыров может уйти – это все для публики. Чеченский народ терпит. Думаю, вряд ли мы дождемся того, что чеченский народ попытается свергнуть Рамзана Ахматовича. Я думаю, все это будет легитимным путем, Рамзан Ахматович уедет в Саудовскую Аравию или Эмираты и будет там спокойно доживать свои годы. Это человек, который восстановил республику, обогатился на этом же восстановлении. Он не собирается не то, что делиться властью, он не собирается делиться деньгами с людьми. Есть такая теория по поводу того, что если бы Рамзан Кадыров не забирал себе все деньги, то Чечня была бы такая Саудовская Аравия, где каждый человек имел бы определенное обеспечение в размере трех-четырех тысяч долларов.

Ахмед Закаев: Кадыров без Путина невозможен – это абсолютно точно, я об этом говорил и не раз. Это создание Путина, он его сделал таким, каким он стал сегодня. Если 5-10 лет назад судьба Кадырова зависела от Путина, то сегодня Путин уже сознательно пошел на то, что во многом он стал зависим от Кадырова. Потому что все последние преступления, такие как убийство Немцова, резонансные убийства, убийство Политковской – эти уже шантажирует его сам Кадыров.

А что человек, я бы сказал, с более взвешенной, с иной позицией, он захочет себе иметь дополнительные приключения в Чечне? Черт его знает, что там может быть после Кадырова. Я думаю, что будущее Кадырова намного дольше, чем нам кажется. Тут вспоминается Политковская, которая говорила по поводу кровной мести, вы знаете, в свое время в тот же самый год у нас с ней было абсолютно одинаковое мнение по поводу кровной мести и по поводу разных неожиданностей, но мы оба ошиблись. Елена Рыковцева: Сергей, вы считаете, он способен отдать под козырек? Он вообще-то говорил об этом.
Сергей Соколов: Говорить и делать – это разные вещи. У меня возникает вопрос такого же свойства. Если, допустим, президент Российской Федерации вздумает подписать приказ о его отставке, уйдет ли он? Не факт. Как он будет обставлять свой уход, что будет сотрясать основы государства российского при этом – это еще надо посмотреть. Поэтому, я думаю, сейчас и президент России, и глава Чечни может быть равные игроки на одном политическом пространстве.
Елена Рыковцева: Я хочу напомнить, когда президент формально должен был его отстранить от занимаемой должности для того, чтобы он пошел на выборы, вы не забудьте про этот митинг многотысячный, который собрался в центре Грозного. Зачем, казалось бы, это же формальная история, все прекрасно понимают, что никуда его не убирают. Но в тот момент, поскольку было некоторое силовое противостояние с московскими структурами, реальные ходили слухи, что надоел именно в силу тех причин, о которых вы говорили, что невозможно работать московским следователям на территории Чечни, пошли сильнейшие процессы по поводу того, чтобы надавить на президента и убрать, и тут вышел народ, вывели его, чтобы сказать – мы только с ним.
Sergey Sokolov: Of course. Если учитывать, что чеченские подразделения одни из наиболее обученных, это не тот народ, который поднимался против федеральных войск в 90-х годах, это совершенно другие люди, они могут задачу любой сложности решить. Если бы не эти батальоны, может быть, война с Грузией повернулась бы иначе – это все прекрасно понимают. Кадыров продолжает дергать силовиков за усы, постоянно допуская, как мне кажется, сознательные ляпы и тестируя возможную глубину погружения.
Елена Рыковцева: Вы считаете, что роль Рамзана Кадырова, если она есть, она не раскрыта пока следствием, потому что его не вызывают на допросы, в убийстве Немцова, в убийстве Анны Политковской, некая возможная теоретическая роль никогда не будет проявлена, пока он у власти и пока Владимир Путин у власти?
Сергей Соколов: Не случится. Даже дело не в Рамзане Кадырове, причастен он к этим преступлениям, не причастен, я не знаю, фактов у меня таких нет, даже уже не ближайшее, а отдаленное окружение недоступно для российского правосудия, и дело Немцова это четко показывает.
Елена Рыковцева: Только по этой причине, что недоступно, мы не знаем, но мы узнать не можем.
