
Judge of the Basmanny District Court of Moscow Arthur Karpov sent under house arrest the former head of the Komi and ex-senator from this region Vladimir Torlopov, Interfax reports . He has already pleaded guilty to the case of organizing and managing the criminal community and fraud for 2.5 billion rubles.
According to the court order, under the house arrest of the Torlopes will be in a Moscow apartment. He is forbidden to leave her without the permission of the investigator, to communicate with anyone except close relatives, lawyers, investigators and FSIN employees, as well as use communications, Internet and mail.
The investigator of the TFR has already charged the ex-governor. "Torlopov is accused of creating and leading a criminal community together with other accomplices, as well as in fraud, which is committed in a particularly large scale as part of an organized criminal group using their official position," the TFR said. According to the agency, 16 people are currently held criminally liable.
On Thursday, the initiation of the case under Article 210 of the Criminal Code (the organization of the criminal community) was told by Kommersant. On Wednesday evening, on the investigator’s agenda, he flew from Syktyvkar to Moscow for interrogation as a suspect.
There is evidence that the case of Torlopov is directly related to the case of his successor as the head of the Komi Vyacheslav Gaiser , who has been contained in the Moscow pre -trial detention center on charges of organizing a criminal community and fraud on an especially large scale. The name of Torlopov in the case of Gaiser appeared for a long time, but the persecution of his TFR did not begin for a long time.
As the publication suggests, the reason was the membership of Torlopov in the Council of Council: attracting the current Senator to criminal liability - the procedure is long and complex. Meanwhile, in September, the cadence of Torlopov ended, but he was not nominated for a new term.
There is an assumption that materials against the former senator will be combined into one production with the Gaiser case. However, and then, the case of Torlopov will continue to be investigated separately.
The lawyers of the defendants in the case of Gaiser noted that they did not know about the initiation of the case against Torlopov. The surname of the predecessor of Gaiser, lawyers said, repeatedly met in the case, but he was always mentioned either as the head of the Komi, or as a senator, but not as an accomplice in crimes.
Torlopov is 66 years old. He headed Komi in 2002-2010. During his second term, Gaiser made a career. There is evidence that it was Torlopov who convinced Gaiser to nominate in 2010 to the post of head of the region as a technical candidate, when he himself was a clear favorite. One way or another, Gayzer, replacing Torlopov at the post, put him to the Council of People's Commissars.
According to some reports, both Torlopov and his successor were supported by the local oligarch Alexander Zarubin, now on the international wanted list in the case of Gaiser as one of the alleged organizers of the criminal community.
