The ECHR communicated the complaint of the former head of the anti-corruption department of the Ministry of Internal Affairs Sugrobov

The European Court of Human Rights communicated the complaint of the former head of the Main Directorate for Economic Security and Anti-Corruption of the Ministry of Internal Affairs Denis Sugrobov, accused of creating a criminal community in the structures of the main department.

Sugrobov’s statement said that there were “no significant and sufficient grounds” for his detention. He also points out a violation of Article 34 of the European Convention on Human Rights in terms of creating obstacles when filing a complaint: for example, a lawyer was not allowed to see him in the pre-trial detention center.

At the beginning of 2014, Sugrobov and other employees of the GUEBiPK were accused of exceeding official powers and creating a criminal community. According to investigators, they tried to provoke an FSB officer into accepting a bribe by posing as businessmen and offering to take them under their roof for $10,000 a month. The Interior Ministry general does not admit his guilt.

In August 2015, the Moscow City Court sentenced Sugrobov’s subordinates Sergei Pirozhkov and Ruslan Chukhlib to terms of four and four and a half years in a general regime colony. They were accused of complicity in abuse of power (Articles 33 and 286 of the Criminal Code) and provocation of a bribe (Article 304 of the Criminal Code).
