Civil projects are financed by the Ministry of Defense

The draft Russian budget for 2017-2019 will provide a reduction in financing of the Ministry of Defense by 6%. This money will be redistributed for the implementation of military-technical cooperation agreements, for the implementation of the state defense order and to finance 31 of the federal project. Among the projects there are several, which, as the newspaper noted, can be called the "military": fiber-optical communication lines in Kaliningrad and Kurils, the GLONASS system, the construction of cosmodromes and a number of direct instructions of a "secret character" to the Ministry of Defense.

The funds from the military department will also be redirected to the state program in the Far East, to pay for the services of foreign lawyers in claims to the Russian government, for the repair of children's camps Artek and Ocean. Separately noted such projects as: protection against floods of Komsomolsk-on-Amur and Veliky Ustyug, fuel payment for the Ministry of Internal Affairs, ministers of the Ministry of Culture and the construction of several neuropsychiatric boarding houses.

Kommersant also emphasized that the government has considered and adopted almost all the documents necessary to complete the work on the budget 2017–2019. It provides for a decrease in inflation to 4% in 2017, the dollar rate is fixed at 71.1 rubles by 2019.

The outflow of capital from Russia will be $ 20 billion in 2019, the growth rate of investment is fixed at 3%. Inflation forecasts, in the volume of oil production, for the indexation of Gazprom tariffs and course expectations, the government has yet to be adjusted.

Earlier it was reported that the Ministry of Finance proposed introducing a new budget rule since 2020, which will determine approaches to both expenses and debt. Kommersant noted that it will help redirect part of oil and gas revenues to the reserve fund.
