“You know, it is very difficult to conduct a dialogue with the current administration. After all, there is practically no dialogue. What does it look like? The administration formulates what it needs, and then insists on ensuring that it is performed. But this is not a dialogue, this is some kind of dictate. And so on almost every issue,” Putin said.

Russia is ready for cooperation with the United States, provided that both Moscow and Washington will respect each other's interests, the president emphasized. "What needs to be done in order for the situation to normalize? We need to behave in partner and take into account each other's interests. We are ready for this," Putin said.

At the same time, Putin admitted that Moscow is concerned about the deterioration of Russian-American relations. "We are also preoccupied with a deterioration in Russian -American relations. This is not our choice, we have never sought this, on the contrary, we want to have a friendly relationship with such a huge great country, with the leading economy of the world as an American economy," Putin said.

Touching upon the theme of the American elections, the president said that Moscow will work with any leader that the American people will choose. "The American people will make a choice that will consider it necessary. In any situation, we will work with any leader of the United States, whoever is the president if the head of the United States wants to work with us," Putin said. At the same time, he called it unacceptable to use the theme of Russia in the internal political struggle in the United States. "It is impossible to use Russia and damage to interstate relations as a bargaining coin in the domestic political struggle," the president said.

Recently, Russian-American relations have noticeably worsened. On October 3, Putin signed a decree suspending the action of the plutonium disposal agreement. He referred to a “radical change in circumstances, the occurrence of a threat of strategic stability as a result of the unfriendly actions of the United States of America in relation to the Russian Federation and the inability of the United States of America to ensure the fulfillment of the adopted obligations to dispose of excess weapons of plutonium.”

In the corresponding bill, sent to the State Duma, Putin incorporated the renewal of the agreement with the "refusal of the United States of America from unfriendly policies in relation to the Russian Federation." In particular, Putin demanded to cancel the "Magnitsky Law" and "the provisions of the Law of the United States of America 2014 on the support of the freedom of Ukraine directed against Russia." Along with this, he announced the need to cancel all the sanctions imposed against Russia over the past two years. Finally, Putin set a condition for "compensation for damage suffered by the Russian Federation as a result of the imposition of sanctions ... including losses from the introduction of forced counter -sanctions against the United States of America."
