The Russian Ministry of Justice asked the Constitutional Court to determine whether the Russian Federation should pay compensation of 1.87 billion euros awarded to Yukos shareholders. This is stated on the department's website.

The Ministry of Justice itself believes that compensation need not be paid, since the European Court of Human Rights interpreted the provisions of the relevant convention in such a way that it came into conflict with the Russian constitution.

On July 31, 2014, the ECHR decided that the Russian authorities in the 2000s illegally doubled tax fines for Yukos and committed other violations against the company. The amount of compensation in the claim to the ECHR amounted to 1.87 billion euros, although the applicants demanded about 38 billion euros. The decision came into force in December 2014.
In July 2015, the Ministry of Justice announced that until the Constitutional Court evaluates the decision of the ECHR, it will not pay compensation. The Constitutional Court then stated that in some cases Russia is ready to deviate from the implementation of ECHR decisions. In December 2015, the Russian President signed a law allowing the Constitutional Court of the Russian Federation to assess whether the decision of the European Court should be implemented or not.
