The Congress of the Russian intelligentsia intends to contact the UN with a proposal to adopt a special resolution on a humanitarian catastrophe in Syria in the Aleppo area. The collection of signatures under the draft resolution takes place on the congress website .
Its authors believe that at the moment, attempts by the UN Security Council of the UN Security Council to resolve the situation in Aleppo have come to a dead end, and invite them to "carry out the action to jointly create and ensure the safety of humanitarian convoys to save civilians in the Aleppo area with the mandatory participation of representatives of five states - permanent members of the Security Council." Any opposition to this action is proposed to be considered as a war crime with "all the ensuing consequences for the organizers and performers of such counteraction."
At the moment, about five hundred signatures have been collected for the draft resolution at the UN appeal. Among those who ask the UN to do everything possible to counteract the humanitarian disaster in Aleppo and stop the mass death of people, human rights activist Lyudmila Alekseeva, actress Liya Akhedzhakova, actor Oleg Basilashvili, politician Leonid Gozman, writer Vladimir Voinovich, musician Andrei Makarevich and many others.
An appeal to the UN was supported by the former Commissioner for Human Rights in Russia Vladimir Lukin, who is now a senator from the Tver region. One of his initiators, human rights activist Lev Ponomarev, spoke about the purpose of the appeal to the UN:
- The idea to contact the UN arose in several heads. We understand that disagreements arose in the Security Council that members of the Council cannot overcome. There are accusations of each other, relations between the heads of states have become personal hostility. We had the idea that the leaders of the world powers must somehow be forced to make a joint humanitarian action. To make them an offer that they could not refuse. The problem is whether they will hear our weak voice. The appeal was signed by people known in Russia, but not part of the modern Russian political establishment. President Putin considers these people as opponents. Although there, generally speaking, there are no representatives of the political opposition, it was signed by public figures.

And I’m sure that the score goes on the clock - there are peaceful citizens every day, and at the same time in the East Aleppo there is a danger of real hunger. Therefore, it is necessary to very quickly solve exactly the task that we set.
- What exactly do you expect from the UN?
- It is necessary to organize a humanitarian convoy in which representatives of five regular members of the Security Council would participate - these are Russia, the USA, China, France and the UK. They should say: we stop accusing each other, people die, and we must organize this convoy and send our troops or civilians to accompany it. But at the same time, it is quite obvious that each of these leaders of the great powers should affect the structures that they nourish there, let's say, graze in Syria. They must say: do not touch this convoy! Any small or large structure, of which in Syria are dozens that violate this ceasefire should be destroyed by the forces of these five states. This is how the task should be set.
- And what about the technical side of the question? Have you already transferred the resolution to the UN?
“No, it was transferred only this morning, and we are now sending its text to the president and to the embassies of these states with a request to transfer to the leaders,” said Lev Ponomarev.

- I hope that the reaction to the appeal will be constructive, because on the other side there are many reasonable people who understand that to bring to the extreme point of contradiction anywhere, on any controversial issues, this is a very dangerous business. - As a diplomat, what are you seeing ways to resolve the conflict in Syria?
- I believe that it is necessary to start with ensuring joint convoys with help in order to save people, give people food and the most necessary things for life. But if the five security council had to talk on this topic, would ensure the corresponding safety of these convoys, this would be a good beginning, in my opinion, - Vladimir Lukin believes.
On September 19, the humanitarian convoy of the Syrian Arab Red Crescent was in the province of Aleppo under the air jacket. In the column was humanitarian aid for almost 80 thousand people. While politicians argue, and human rights activists urge to stop bloodshed, one of the countries of the European Union, the Czech Republic, sent a plane with a humanitarian load to Damascus. The purpose of the meeting, at least for the Czech side, is to ensure humanitarian access to all areas of Syria, including Aleppo, and to convince the Syrians to cease fire and begin political negotiations. Representatives of the Czech diplomatic representative office in the European Union confirmed in an interview with Radio Liberty correspondent that Prague maintains diplomatic relations with Damascus and intends to keep communications with the regime of Bashar al -Assad open - despite battles and political disagreements. They are convinced that this may turn out to be a strategic tool for resolving the conflict.
The Czech Republic - the only EU countries - retained the diplomatic mission in Syria. All other EU countries closed their embassies in Damascus due to hostilities. Therefore, in Brussels, some experts see the Czech Republic as a certain unofficial representative of the European Union in Syria. The UN has a special representative in Syria, and the European Union does not yet have such a messenger.

It is known that the Czech Republic refuses to accept refugees from Syria, but the migrants are resolved not by the Czech Republic, which maintains diplomatic ties with Damascus, but other departments of the country.
