The President of the Russian Federation Vladimir Putin was surprised by the government’s decision to sell the Rosneft company’s state -owned package of Bashneft. He stated this at the Forum of VTB "Russia Calls", Slon Magazine was broadcasting.
“Maybe it will seem strange to you, but I myself was surprised by this position of the government. But this decision of the government is especially its financial bloc, ”Putin said.
At the same time, according to the head of state, after the purchase of Rosneft, the Bashneft State Confluence and the subsequent sale of 19.5% of Rosneft itself will come the “synergistic effect” for the budget.
Putin called this process “accurate privatization”, which will provide the maximum effect for the state, since after buying “Bashneft” the cost of shares of Igor Sechin’s shares will increase for their subsequent sale.
Speaking about why Rosneft was allowed to participate in privatization, Putin noted that in fact, Rosneft was not a state -owned company, in addition, she offered the highest price - 330 billion rubles.
In addition, the president mentioned the request of the Bashkiria authorities to privatize the company so that the leadership of the region retain control over Bashneft.
Igor Sechin also spoke about the “synergistic effect” from the purchase of Bashneft. In a letter to the head of the Ministry of Economic Development, Alexei Ulyukaev, he pointed out that Rosneft buys Bashneft, paying more competitors to the budget, and then Bashneft increases the capitalization of Rosneft, after which 19.5% of Rosneft will be sold more than $ 11 billion.
The head of the Russian government Dmitry Medvedev signed an order on October 10, according to which 50.08% of the Bashneft shares should be sold to Rosneft for 329.69 billion rubles.
In August, Medvedev postponed the privatization of Bashneft for an indefinite period, but at the end of September announced that the company would still be sold before the end of 2016. The participation of Rosneft in privatization raised questions from the government, in September, however, the deputy prime minister of the Russian Federation Igor Shuvalov noted that Rosneft would be allowed to buy the Bashneft State Conference.
