The idea of the governor was supported by Metropolitan Orlovsky and BolkhovskyAnthony and the Patriarch of Moscow and All Russia Kirill , but it caused protests from part of the local residents. Following the results of the Public meeting with representatives of the public, it was decided to postpone the installation of the monument planned on August 3, and conduct a sociological survey on the need to erect a monument in Orel and its location.
The results of the survey were announced in mid -August: 72% of respondents spoke out in the ORL of the monument to Ivan the Terrible, including 76.6% for installation near the Youth Theater, 4% at the entrance to the city, 2.4% in the city park.
In September, the Eagle Factory District Courtbanned the installation of a monument in the city of Ivan the Terrible before a decision on the claim of a resident of the city, who disputed the actions of the administration and the mayor related to the establishment of the monument.
In early October, the monument was erected on the embankment near the Epiphany Cathedral, at the confluence of the Oka and Orlik rivers, where in 1566, an eagle was founded at the direction of Ivan the Terrible.
