A resident of Kazan Denis Kirillov wrote to the Commissioner for Human Rights of Tatarstan Saria Saria Saria about a cruel attitude towards patients in the Kazan Psychiatric Hospital of a specialized type with intensive observation.
Kirillov worked as a orderly for six months in this institution. He asked Sabursk to protect the rights of patients and "to send workers to the humane nature of the attitude towards prisoners." After that, Kirillov was summoned for interrogation in the UK and threatened to initiate a criminal case for giving obviously false testimonies under Article 307 of the Criminal Code of the Russian Federation. Employees of the Federal Penitentiary Service in the Republic of Tatarstan have already sued Kirillov after he told Prokazan.ru about torture in the Kazan Psychiatric Hospital of a specialized type with intensive observation. It is under the jurisdiction of the Ministry of Health of the Russian Federation, but the hospital is guarded by the Federal Penitentiary Service of the Federal Penitentiary Service. Journalists have repeatedly wrote that people are tormented in this hospital. Former patients sent complaints to the ECHR against inhuman appeal and torture conditions in the hospital. In 2013, the Russian government introduced a memorandum to the Strasbourg court, which recognized violations in the Kazan psychiatric hospital. Despite these evidence, the Federal Penitentiary Service in the Republic of Tatarstan claims that Kirillov’s information is not true, and believes that the former orderly has damaged the business reputation of the department. "Kirillov D.V. at the place of work in various structures was characterized negatively. In the statements of Kirillov himself there is an offense at the Ministry of Internal Affairs and the Federal Penitentiary Service of Russia," the statement of claim says. The former orderly told Radio Liberty how he himself became the victim of the system, which he tried to fight.

- Denis, you have been in the FSIN system for a long time. First they worked in a strict regime colony, then in the investigative insulator No. 1 of St. Petersburg (crosses), then in a prison type of psychiatric hospital. What prompted you to rebel against her?
- I felt very sorry for the patients. The poor fellow humiliates, insult and beat. There is no one to intercede for them. Patients are too intimidated and weak to protect their rights. Patients of psychiatric hospitals suffer from lawlessness stronger than convicts in the colonies and imprisoned in jail. I have not seen such lawlessness anywhere.
- What exactly did you see?
“The psychos do not live for a long time” - that’s the whole answer
- The worst punishment is to put on "knitting". The person is first stripped, then beaten. Sometimes sticks. The patient is tied to the bed, as if they were crucified by ropes. It’s hard to breathe, it is impossible to move. They do not allow to drink so that the patient does not want to go to the toilet. They feed very rarely. This horror occurs in a separate ward so that other prisoners could not alleviate suffering. According to the law of the patient, a psychiatric hospital can be constrained in motion if he is a danger to other people. Fixation is allowed to use for several hours maximum. But in the hospital where I worked, a person could spend a month and a half on the “scrap”. A month after my revenue, the patient died. They said that he died after such a procedure. No one will conduct a thorough investigation why death has occurred. “The psychos do not live for a long time” - that’s the whole answer. People in a psychiatric clinic are constantly stuffed with strong drugs. Most patients almost do not move. Young strong-looking people because of huge doses of drugs go with difficulty, stumbling. I'm not talking about the fact that patients are forbidden to engage in physical education. The orderlies and guards constantly call the patients and yell at them obscenities. Doctors look at this lawlessness and do not interfere.
- Have you tried to make a video, then to use it as evidence?
- I was not allowed to take a phone or camera with me to work, I was searched especially carefully.
- How did you help the patients when you worked as a orderly?
- I was forbidden to let the patients go to the toilet. When I said that according to the law, prisoners have the right to use the restroom, they answered me: “Do not go to them on the occasion. Council should suffer and endure.” I objected: the law does not allow to torture patients. I opened the toilets, asked not to insult patients, tried to protect them. But they became even worse from my intercession. I also got: the hospital’s employees beat me a week before dismissal. And now they are judged for insulting business reputation. After the complaint, the authorized person was called for interrogations in the UK and the prosecutor’s office, threatened with criminal prosecution.
- In the apparatus of the Commissioner for Human Rights, the Republic of Tatarstan was confirmed to me that they received a complaint from you and sent it to the prosecutor's office.
The humanist cannot work in a psychiatric hospital
- After this complaint, everything spun. I did not write a statement to the police, but only asked the human rights activist to terminate the inhuman attitude towards patients. I wanted to report that it was necessary to change the penitentiary system towards humanization. Not in words, hypocritical, as the authorities do, but for real. And he himself became a victim of this system. In the statement of claim, the department is lying: no one dismissed me. I always left myself. From previous jobs, only positive characteristics. I think the Federal Penitentiary Service takes revenge on me for public words about a violation of the rights of prisoners. Recently, unknown people are calling a home phone and say: “They are already waiting for you in the zone.”

- Why did you quit a psychiatric hospital?
- I could no longer look at the suffering of people and understand that I can’t do anything for them. In the colony and the pre -trial detention center where I worked, there was no such horror. No, the humanist will not be able to work in a psychiatric hospital.
- It is not clear why the humanist get a job in the Russian penitentiary system.
Colleagues often told me that prisoners are our captives
- Prisoners have the right to employees like me. Humanists should work in the penal system. An employee of the FSIN must be honest, bold and cheerful, and not a false and arrogant sadist. There are very few decent people in the FSIN system. As a rule, they are arranged there to regularly receive a good salary and create lawlessness. And where else can you mock defenseless people? It turns out that in places of imprisonment - criminals on the one hand and on the other. Only prisoners, unlike employees of the penitentiary system, did not bring oath, so they cause me more trust. Colleagues often told me that prisoners are our captives. But Suvorov also ordered the prisoners to keep human lovingly. Have you seen the Soviet film “Dangerous Friends”?
- No.

-A wonderful picture of the life of prisoners in a correctional labor colony of a maximum security colony. The head of the zone, Major Kalinin, sees in prisoners not the discharge of life, but people who can be helped. Employees of zones and pre -trial detention centers should be such as Kalinin. Especially in Russia, where a huge number of innocently convicted. All the same, they plant people without evidence and witnesses. More and more citizens are sent to prison for political reasons. In the psychiatric clinic where I worked, a woman was sitting for insulting a policeman in response to rudeness on his part. I remember the elderly prisoner who was accused of the murder of a neighbor, supposedly they drank alcohol together. The examination did not find traces of alcohol in the body of the murdered. There was no evidence against him in the materials. A socially unprotected person was put to take away an apartment from him. I know a lot of such stories.
- When you worked in a colony and in a pre -trial detention center, you also fought with arbitrariness?
- He helped prisoners, made rewards, allowed a meeting contrary to the will of the authorities. I believed that a person should be corrected with his example, raise to his own level, show prospects. The authorities said that I work well (I am conducting the documentation carefully, I spend interesting events for prisoners in my free time), but they warned: do not go against the system. She will not forgive me for this.

The chief physician of the Kazan Psychiatric Hospital of a specialized type with intensive supervision of Rustem Hamitov refused to comment on Radio Liberty. The press service of the Federal Penitentiary Service in the Republic of Tatarstan said that they were ready to provide comments after the end of the trial.
Denis Kirillov is supported by former patients of the Kazan Psychiatric Hospital of a specialized type with intensive supervision. Two of them agreed to give a comment by Radio Liberty under fictional names. The editors are known for the real names and surnames of these people, as well as other personal data. But former patients asked to hide this information, as they are afraid for their safety.
Maria, 32 years old:
They made a clamp on the neck and kept it like a day and a half
- I got to “knitting” after refusal, there is hospital food, more precisely, inedible Burdu. I was dragged into the ward, divided, stretched out on the bed with the help of ropes. On the neck they made a clamp from the tourniquet, which fixed the position of the head. And they kept it like this one and a half days. Water was given only once. The body hurt, it was dark in the eyes. They forcibly fed me, shoved food in my mouth, I almost choked. And I had to survive this nightmare more than once. They didn’t beat me, but I saw how they beat other women. My neighbor in the ward rudely answered the nurse, then she threw her to the floor, called the orderlies, and they all together began to strike. So Denis tells everything right. Patients treated him well. He never insulted us, did not beat us, gave good advice. I felt that he saw people in us. No, I will not complain to the ECHR of this psychiatric hospital. I spent many years there, I went out relatively recently, and I'm most afraid that they will be forced to return there.
Ramil, 45 years old :
- I spent many years in this psychiatric hospital. There they beat for the slightest violations and simply at the whim of medical staff, insult, and mock. When I became an elder, they stopped beaten, but others were beaten. And everything else that Kirillov told, true. It is good that Kirillov speaks of lawlessness in psychiatric clinics, I'm only afraid, he will not change anything.
