
The Ministry of Defense received the right to "mobilize" any, including private, enterprises to satisfy the needs of the army, in the introduction of martial law. This was reported by Izvestia. The corresponding procedure is enshrined in the defense plan of the Russian Federation for 2016-2020.
It is claimed that we are not talking about the expropriation or nationalization of private firms. After the cancellation of martial law, assures the publication, the owners should be paid compensation for the already deduced formula.
The rules of the food and sewing industry, transport and logistics companies and car services are subject to the rules. The "mobilized" companies may also be entrusted with the obligation to increase the production of products or the volume of services provided. The planning of the work of enterprises is assigned to the headquarters of defense, which, along with the security forces, includes the heads of regions.
In practice, the "mobilization" of enterprises was tested at Stavropol, in Ingushetia and annexed Crimea during the recent exercises of the Caucasus-2016. Then the security forces "mobilized" several transport companies for transporting soldiers with trucks and buses. In addition, a number of bakers, as well as meat and dairy plants, increased the production of products according to the needs of the military.
Complete "mobilization" of enterprises can be produced only during the global war, the interlocutor in the Ministry of Defense assured the "Izvestia". In the case of local conflicts, as well as natural disasters, the military department will be limited to the services of only part of the most important companies.
Military expert Vladislav Shurygin in a commentary approved the innovation. “As modern experience shows,” he said, “without such events, it is impossible not only to conduct military operations, but even to ensure the elimination of the consequences of natural disasters.”
Meanwhile, in the business community, they took a new order wary. The CEO of Expokhleb, the functioner of Business Russia, Yuri Katsnelson, remarked: "If you mobilize private enterprises, you need to transfer them to state rails, since this is a completely different economy, supply, costs ... The business itself is simply not ready to maintain mobilization capacities, this is needed for large funds."
