
The Government of the Russian Federation decided to change the management system of the deposit insurance agency (DIA), in particular, the Bank of Russia will receive the right to appoint the majority of members of the Board of Directors of the DIA. This was reported by Interfax with reference to the press service of the Central Bank.
In addition, the government left the right to decide whether the Central Bank would have created a special structure for sanitation of banks, and who will manage it - the regulator or DIA itself. As noted in the Central Bank, "in any case, the existing proposals proceed from the fact that the Bank of Russia will be included in the capital of the sanitized bank."
The Central Bank also indicated that it was necessary to realize the decision on control in the Council of Directors of the DIA "simultaneously with the completion of a number of DIA projects for the financial improvement of banks, which involve the direct participation of the agency in capital." In particular, the regulator believes that the DIA should stop participating in the capital of the Russian Capital bank.
Earlier on October 21, the Kommersant newspaper wrote that the Central Bank decided to abandon the reform of the sanitation mechanism of banks, which provided for the removal from this DIA process. In exchange, according to the publication, the Central Bank, among other things, should receive control in the Council of Directors of the DIA (which will allow the bank to indirectly control the reorganization).
The Central Bank in the summer of this year announced his intention to reform the financial recovery system of banks. In the regulator, it was planned to create a special fund of consolidation of the banking sector for this and oversee the reorganization independently, without the participation of the DIA.
