Rosneftegaz has never provided the Federal Property Management Agency with information about its investment program, despite the requests.
In a letter sent by the general director of the state -owned company Gennemeva Bukaev, the head of the Federal Property Management Agency Dmitry Pristrovskov, it is said that reports are sent directly to President Vladimir Putin. Rosneftegaz makes requests to the president’s level and each time instructs the government to work them out, a source in the economic bloc of the government said. According to him, now the state -owned company decided to immediately seek protection to the president and now everyone is waiting for Putin’s answer.
At the same time, Putin’s spokesman Dmitry Peskov claims that Rosneftegaz reports are impossible immediately before the president. "This is a question of the government, it is not included in the sphere of the president’s working issues," he said.
“Why Rosneftegaz does not answer letters from the owner, but sends everything to Putin, as if he were an owner, it is incomprehensible,” an unnamed federal official told the publication.
In March 2015, Prime Minister Dmitry Medvedev signed a resolution allowing not to disclose income to the heads of companies controlled by the state. The document changed the procedure for publishing these top managers of companies with state participation. The obligation to publish income was removed from the heads of 23 open joint -stock companies and members of their families. Only managers, their deputies and chief accountants of the companies, by 100 percent of those owned by the state, whose leadership is appointed by the Government, should now publish data.
Companies excluded from the list will still be required to provide information on income and expenses to the government apparatus. However, they should not disclose data in the media. The “Rosneft” led by Sechin was also subject to this resolution.
