They even connected heating in the surviving apartments. But all this activity went after the tragedy itself. Was it possible to avoid it?

"Something rumbled, and we ran to the street"

The victims of the explosion on October 23 in house number 4 on the 1st Autumn Lane were seven people. Another thirteen are hospitalized. According to the categorical version of the Ministry of Emergencies, which sounded suspiciously quickly (not even half an hour after the emergency), the explosion occurred due to a leak of household gas. Local residents at the same time speak of a disregard for the management company.

The explosion occurred at 4 hours 36 minutes in the morning. In the 10-story building, three upper floors partially hit: two residential and one technical.

“We slept, something rumbled. The glass rang, the walls shook. The alarm was earned and I heard the voices of people. The daughter woke up, we dressed and went out into the street. Only there I saw what horror, ”says Tatyana, a resident of house number 38 on the same street.

“They lived without heating, they were frozen for a long time ... Now, they say, there the man wanted to install gas equipment, but we don’t know for sure. When we ran out into the street, the smoke walked here, lay on the ground. The windows even climbed out in neighboring houses. But the gas did not smell. There was no fire in the collapsed apartments, for sure, we left almost immediately, everyone saw, ”her neighbor Olga supplements.

Two women sobbed in a voice, two more tried to reassure them.

A group of young people shot what was happening on the phones, accompanying funny comments. Later, one of them will post this video on the network. The "fun reporter" will be quickly calculated. They will turn out to be a prosperous student of the Ryazan Railway College, a member of amateur performances.

"Dysfunctional"

Residents of the house turned to officials and supervisory authorities, to the prosecutor's office and the press. It did not help. Not a single organization, management, department, structures were found that would defend the rights of people who did not have in most debts to housing and communal services. Then they began to install autonomous gas water heaters themselves. And they continued to use them, including shortly before the tragedy, when the city services were still connected by hot water and heating.

With the owner of the boiler room, Trifon reporters managed to talk the day after the explosion. According to him, the partnerships of homeowners “Center-1” and “Avangard” (the avant-garde ”and an explosion occurred in the tragedy are to blame for the tragedy.

- Residents have a managing organization - HOA "Avangard". They refused to buy gas, refused to pay. There were debts for 8 million. They refused to independently purchase gas because they did not want to be responsible for their residents, ”he said to the camera.

Governor Oleg Kovalev called the family of the owner of the apartment in which the explosion occurred, “dysfunctional”, noting that the owner himself was drunk at the time of the explosion ... not a word about interruptions with warmth, about millions of HOA debts.

The tenant of the apartment No. 54 Mikhail Konkin, according to the testimony of the neighbors, really loved to drink and scandal, and the police visited some of his rowsticks. All his life, Konkin was engaged in the prevention of fire safety - he worked in the regional Ministry of Emergencies, then he went to work in the fire service of the Ryazan oil plant.
