In St. Petersburg, the head of the autonomous non-profit organization “North-Western Center for Forensic Expertise”, Yuri Parfenov, was detained in a criminal case of official forgery (Part 2 of Article 292 of the Criminal Code).
According to the Investigative Committee, a preventive measure will soon be determined for the detainee and charges will be brought against him.
On October 5, Parfenov’s former subordinate Yegor Ermishin was arrested in this case.
According to investigators, this year Parfenov, who at that time held the position of head of the gerontology department of city clinic No. 91, ordered Ermishin, the head of the prevention department, to issue a medical card in the name of a local resident with a false conclusion from a psychiatrist about an organic brain disease.
“Then Parfenov drew up an expert opinion on the presence of a local resident of a mental illness, and therefore, he allegedly could not control his actions when signing the will,” notes the Investigative Committee.
Two defendants in the case drew up the same conclusion in 2016 for another St. Petersburg resident, who died in April last year. According to the document, he was diagnosed with a mental illness, in which the man allegedly could not be responsible for his actions when registering the marriage. As the publication notes, in July the Arbitration Court of St. Petersburg and the Leningrad Region fined the center 40 thousand rubles for conducting a psychiatric examination without a license.
