
Last week was marked by the next series of confrontation between the scientific community with the Minister of Culture Vladimir Medinsky. Let me remind you briefly the chronology of events. In the spring of this year, Doctor of Historical Sciences, Professor of the Russian State Humanitarian University Konstantin Yerusalimsky and Professor of the University of Ryazan Vyacheslav Kozlyakov, as well as Philology, Ivan Babitsky, filed a complaint unique in the history of scientific degrees in Russia. They demanded to deprive the Medina degree not for plagiarism, but for nonsense and nonsense in his dissertation. Exactly, therefore, under the statement on the deprivation of the Medina degree, there were no signatures of other disserters and therefore, therefore, the disserter deliberately distanced from this statement.
And then there was a simple three-way from the VAK and the certification department of scientific and scientific and pedagogical personnel. We have already observed an absolutely similar story in the case of the deprivation of the degree of rector Mami Nikolayenko, so I predicted this scenario in advance, and even won the journalists of the famous Ural News Agency “Sign”.
Namely, the first move the Department lowered the application to the dissent in the middle of the vacation period, knowing that two months are given for consideration of the application. Let me remind you that on average, the consideration of the application in the Council takes place within six months a year. Why so long? Because the council should, after receiving a package from a minobra, gather to the appointment of a commission in the summer, this is not so simple. Further, the commission requests the texts of dissertations - the Russian Post does not allow them to get them faster than a month. After that, the commission begins the work, and even in relatively simple plagiarism matters, this takes at least 2-3 weeks. And finally, the Council appoints the consideration of the case, and should not later than in 15 days notify the participants in the process. Therefore, even during normal working hours, time in 2 months is completely unrealistic, and the Higher Attestation Commission with the Department is well aware of this. From my sources, I know that the dissent had consultations with the Department of both the Higher Attestation Commission and the dissovetor confirmed that there would be no complaints for non -compliance with the deadlines.
The next move, the dissertation petitioned for the postponement of the meeting on October 4, when several dozen journalists gathered in Yekaterinburg to cover this meeting. From reliable sources, I became aware that the conclusion of the Council was not in favor of Medinsky, and that this conclusion was seen at the top. Against this background, the VAK statement, signed by the chief scientific secretary N.I. Airster, voiced at the dissociation: was especially strange:
“... In connection with the need for the presence of a delegation at a meeting of the presidents of Russia and Kazakhstan on October 4 of this year, he (Medinsky - A.Z.) will not be able to participate in a meeting of the dissertation council. ... Given the foregoing, the Higher Certification Commission under the Ministry of Education and Science of the Russian Federation informs you about the need to cancel the meeting of the dissertation council on October 4, 2016 ... "
This letter contained a direct lie. The dissertation did not have a “need” to postpone the meeting, since the situation reads:
“The dissertation council makes a decision on holding a meeting in the absence of an author of an application for deprivation of a scientific degree, applicant for a scientific degree and other persons who are directly related to the essence of the issues posed in the application for the deprivation of the degree of issues, in cases where they did not appear ...”
And the third progress of this beautiful combination was the statement of the Higher Attestation Commission of October 7, when the VAK apparatus and the department were suddenly remembered that the law establishes a two -month period for consideration of applications for the deprivation of academic degrees. The law does not have a requirement for a department that would oblige him to withdraw an application for deprivation if this period is not observed. The department and the Higher Attestation Commission are public law players, and they can only do what is prescribed in law. The law provides for various sanctions against dissociates that violate the situation, up to the dissolution of the Council. But among these sanctions there is no such as “The review of the case upstairs”. At the Presidium of the Higher Attestation Commission, it was publicly announced that the indicated decision was made on the basis of a letter from Medinsky, written after October 4.
The department tested this technology in June of this year on the deprivation of the rector Mami Nikolayenko (to delay the meeting of the Council, then withdraw the case from the Council, which is going to give a conclusion not in favor of the dissertant), and, as I predicted, applied to Medinsky.
And after this whole combination would seem to allow the Minister to translate the scientific community on a stranger of a hardware field for him, and the prospects for getting a statement about the deprivation of a median degree in the disservation under the Uryupinsky technical school of patriotic historians have loomed, the statement of academics appeared.
Laconically and in the case of academicians formulated the main claim from a scientific point of view to the dissertation of Medinsky: the work based on the methodology “Truth is that in the interests of Russia” cannot be considered a historical study: “It is obvious that the work based on such principles cost the name of scientific, and if the name of scientific, then we are talking about pseudoscience” - Academics said. In fact, this brief formulation would be enough to deprive Mr. Minister of the degree.
However, in the story of Vaku's scam, the most important thing is that academicians demanded not only imprisonment of the degree of one individual false scientist. Academics for the first time in recent history clearly stated: "An unprecedented intervention of the VAK leadership in a professional examination of the dissertation discredits the entire system of scientific certification in Russia." For the first time at such a high level, the academic community demanded to resign the VAK leadership and retract the Higher Attestation Commission of the Russian Academy of Sciences.
Both that and another can only be welcomed. Dissernet is ready to testify that RAS is the only public organization in Russia, which contains no plagiators. The production of false dissertations in the institutes of the Russian Academy of Sciences is completely negligible against the background of giant dissertation factories at universities. Therefore, it is strange that the structures tied with mafia ties with criminal circles continues to perform the functions of the highest appeal and cassation instance on dissertations, a structure through which for many years it was trade for false dissertations, a structure that completely failed the struggle with plagiarism and pseudonauca in Russia. Why is the Ministry of Education and Science further to carry this suitcase without a pen, from which sheer shame, shame and grief? It is better to be completely reformatted under the leadership of scientists of the Russian Academy of Sciences, which, unlike members of the expert councils of the Higher Attestation Commission and, unlike the employees of the department, have not been seen in the patronage of false dissertations.
