
The entrepreneurial confidence (IPU) index in Russian industry grew for the first time in six months. This is evidenced by the review, prepared by the Center for the Conjunctural Studies of the Institute of Statistical Research and the Knowledge of the NIU HSE. The document was received by Slon Magazine on October 31.
In October, IPU grew by one percentage point to minus 4%. Prior to that, six months in a row was at the mark of minus 5%.
“Despite the noticeable adaptive processes that the Russian industry demonstrates for the past six months, the IPU is in a negative zone meaning the presence of an adverse business climate in the industry. However, the latest trends in improving the mood of the leaders of large and medium -sized industrial enterprises indicate that economic agents are gradually adapting to the “new normality” and practically found balance, though at a low level, ”the review says.
Economists also indicate that "the absence of obvious growth factors will force industry in the next 1.5–2 years to remain in the stable stagnation zone within (0.4%) - (1.8%) economic growth."
In mid -October, the Higher School of Enterprise also noted that the industry of the Russian Federation has left the state of recession and passed into the zone of “stable stagnation”. Analysts emphasized that “stable stagnation” does not carry excessive risks for entrepreneurs.
In 2016, according to the latest forecasts of the Ministry of Economic Development, industrial production in the country will grow by 0.4%. In 2017, as the ministry expects, industry growth will accelerate to 1.1%, in 2018-to 1.7%, and 2019-up to 2.1%.
