
The metropolitan department of nature management and environmental protection opened a case on the fact of blocking access to the Ramenka River in the area of the Golden Key - 1 residential complex, where the apartment of Prime Minister Dmitry Medvedev is located. This was reported in his blog by the founder of the Corruption Fund Alexei Navalny. It was the FBC that initiated the initiation of the case.
As stated in the answer to the request of the fund signed by the deputy chief of the department, Sergei Melnikov, the case was opened under Article 8.12.1 of the Code of Administrative Offenses (non -compliance with the conditions for ensuring the free access of citizens to the general general use and its coastal band), which provides for legal entities a fine of 200 to 300 thousand rubles or suspension of up to 90 days.
According to Part 6 of Article 6 of the Water Code, it resembles a bulk, a strip of land along common aquatic objects is also intended for general use, and access to it cannot be blocked.
The fact that Medvedev is the owner of the apartment in the "Golden Key" is evidenced by the discharge placed by Navalny Faxi from the register of real estate rights. On October 21, Navalny announced the opening of an administrative case against the oligarch Boris Rotenberg , a friend of Vladimir Putin. It was argued that he was attracted to the unlawful privatization of the reservoir.
As it turned out, Rotenberg acquired a piece of land in the Toksovo of the Vsevolozhsk district. At the same time, he captured part of the bay of Uimajunaenlainhi of Lake Khopoyarvi, fencing it with a fence with a gate. This part of the reservoir, as well as the adjacent territory, is officially registered in the property of Rotenberg, which is recorded in the register of real estate rights. Meanwhile, the water and land codes directly prohibit this.
Navalny reported that the FBK also intends to file a civil lawsuit with the requirements to return the plot to state ownership and demolish illegal buildings.
