Drive out of work on denunciation

The prosecutor's office of the Kirovsky district of Irkutsk continues to check at the Irkutsk State University on the appeal of a certain "trade union of independent citizens", which complained about the allegedly maintaining the deputy dean of the historical faculty of ISU Alexei Petrov to the damage to educational. Meanwhile, in the rector of the Irkutsk State University, on behalf of the university, they hastened to offer Petrov to quit at his own free will. In the Angara region, Alexei Petrov is known as the regional head of the public movement against falsification in the Voice elections and the organizer of the project "Walking in Old Irkutsk".

Two reports were sent to the Kirov Prosecutor's Office of Irkutsk. In the first, anonymous message, a certain representative of the "Trade Union of Independent Citizens" draws the attention of the supervisory authority to the fact that the deputy department of the ISU Petrov publicly sets out and promotes the lectures of insufficiently patriotic views. In the second letter, signed by Irkutsk, Sergey Poznikov (by the way, having nothing to do with the ISU), attention is mainly paid to the absence of a historian in the dean of the university during working hours and his frequent foreign business trips. So, it is emphasized in the report, "took place for absenteeism." Where did a certain Poznikov come from such detailed information about the movements of the deputy dean in the country and the world since 2013 - this is a separate question that the prosecutorial bodies that have reacted to the report do not answer.

Alexei Petrov was called to the Kirov Prosecutor's Office of Irkutsk, where, relying on the texts of these letters (including anonymous), they asked about "absenteeism". Now the historian tiredly retells the Radio Liberty correspondent for himself and quotes Orwell:

- Big brother looks behind us. Everyone knows even about my trip to Krasnoyarsk on weekends. And in which car he rode, and for how much I bought a ticket. It is a pity that they do not know what I ate for breakfast. From the point of view of the legal contents itself: for some reason, the scammers believe that in working hours I am obliged to sit in the dean’s office or in the audience, to gnaw at the granite of science only there and nowhere else. So far, my explanations are that under the Federal Law "On Education" my main duty is not to flutter itself to exhaustion, but to fulfill an individual scientific plan, the prosecutor's office does not convince.

I have to prove that the transferred lectures and trips from Irkutsk did not affect the performance of my duties on educational affairs, scientific work, and the number of scientific works. The first, anonymous letter was more tough. It spoke of my, so to speak, qualitative approach to classes, that I do not think about that and give lectures, I do not talk about that at public events. Anonymous in general raised the question like this: is it possible to allow me in principle to students? Since I am a political scientist, I will comment on many political facts, including the elections that have recently been held in the region. You can’t be a political scientist and not comment on anything, ”he says.

The prosecutor’s audit is still ongoing, and the vocabulary of the university, Alexei Vokin, has already invited Petrov to quit of his own free will. Otherwise, they explain in the rector, the teacher can be fired according to the results of the prosecutor’s audit under the article and with a “hard wording”. Alexei Petrov, however, does not intend to follow these recommendations of the rector and notes that the prosecutor’s office cannot order the leadership even to the management of the employee. And while the decision on the results of the prosecutor’s inspection has not been received. In my understanding, until then, the situation is frozen.

Now Alexei Petrov, as usual, gives lectures to students and hopes that he can teach at his native university further:

- I try, at least, to control myself, since the lectures are going on, we must engage in professional activities. But not easy, of course. I have small children, while I just try not to think that I will lose my job. Moreover, there was a meeting of my colleagues, 40 people signed a letter addressed to the rector in my support. The team supported me, my friends support me very much.

But the biggest surprise, Alexei Petrov admits, was the proposal for the meeting, which was received on October 31 from the Governor of the Angara region Sergey Levchenko:

- He did not expect. It turned out that Sergei Georgievich was closely following the situation. The governor and I have long known each other, since the times when Sergey Levchenko was a deputy of the State Duma. What did you discuss? A lot of questions: on the checks of me - here I realized that the governor does not intend to stay away, and on the situation as a whole at the university. As a result, we came to the conclusion that from this situation everyone should try to get out with the least losses. Soon the centenary of the ISU will be coming. And the interests of the Irkutsk education as a whole - they are more important, ”Alexei Petrov comments diplomatically with the head of the region.

However, as they intend to “with the least losses,” the prosecutors and heads of the university are not clear. On November 1, a whole statement appeared on the ISU website on the blog of the rector Alexander Arguchintsev:

"I am surprised to observe an artificially heated hysterical campaign regarding the real fact of violation of labor discipline. Currently at the Irkutsk State University, the Prosecutor's Office of the Irkutsk Region, together with the prosecutor's office of the Kirovsky district of Irkutsk, is being verified by compliance with the requirements of labor, budget legislation and education legislation.

During the indicated audit, the employer (Irkutsk State University) established facts of the absence at the workplace without a good reason for the associate professor of the Department of Political Science, History and Regional Studies of the Faculty of History Petrov A.V. in the period from 10/17/2016 to 20.10.2016, which led to the disruption of educational activities among students.

So far, the audit has not ended, but it is already clear that for a sufficiently long periods, Petrov A.V. Irkutsk left arbitrarily, leaving abroad during academic time without registering a business trip or vacation. At the same time, he allegedly verbally "agreed" with students about the transfer of classes ....

As an explanation, his request appeared on the transfer of classes allegedly in connection with the disease, not confirmed by the documents. At the same time, the "disease" did not stop him from being very far from Irkutsk ...

The final decision on the measures of disciplinary sanction for the specified employee will be made after receiving the official results of the audit, and to the leadership of the faculty - after the dean’s leave is returned ... I emphasize, organizational conclusions will be made regardless of the political affiliation or social activity of workers ... "

At the same time, the rector does not report whether prosecutorial inspections of other university employees affected or the prosecutor’s office is so closely monitored by Alexei Petrov. Many in Irkutsk, the main reason for all these events consider Petrov’s participation in the movement of the organization "Voice". In all the elections that have been held in the Irkutsk region over the past three years, Petrov as a regional coordinator of movement actively counteracted falsification, opened the facts of bribery of voters, a “transportation of votes”, “carousels”.

- The Voice movement was mentioned in the first letter as one of the acts in which I took part "in vain". I believe that it was a kind of order. And I consider letters, indeed, as a denunciation, and in the most sophisticated terry style. I can only guess about who is the customer. And I don’t want to talk about my guesses publicly, ”says Alexei Petrov.

It is noteworthy that complaints to the prosecutor’s office against the “too liberal views of the political scientist” and the proposal received from the rector to quit “at his own request” amazingly coincided with the results of the All -Russian Congress of Vispensers of Russia universities. There they presented a program to identify the “protest potential” among students and teachers of higher education on the eve of the presidential election in 2018. And also at the Congress, the project "Scenarios of the Future of Russia" was presented. Its author is the deputy director of the Institute for Strategic Research and Friends of the Friendship of Peoples, Nikita Danyuk, said that lectures-dishes with students about the current political situation in the country are planned in the project, during which lecturers should take on a pencil for the current government critically and does not agree with its foreign and domestic policy.
