
In Grozny, they do not consider it correct to apply the standard financing standards for all Russian regions to Chechnya. Such a statement in an interview with Interfax was made by the head of the republic, Ramzan Kadyrov.
“We perplexed separate explanations that possible reductions relate not only to the Czech Republic, but of all constituent entities of the Russian Federation,” he said. “It is strange to attempts to apply to Chechnya uniform standards for all regions.”
According to Kadyrov, nothing is done to “restore and development” of industry and other areas of the Chechnya economy after the war. The FCP “Restoration of the Economics and Social Sphere of the Chechen Republic”, which operated since 2002, said Kadyrov, “had a social orientation and did not provide for the creation of jobs.”
Those enterprises that were built as part of the program “are not launched, as they are not oriented towards the production of competitive products,” the head of the republic added. Also, the FCP, he said, did not solve social problems with schools and hospitals.
Previously, Kadyrov called the reduction in Chechnya’s budget for 2017 unacceptable, as the Ministry of Finance plans. The Kremlin later explained that this is done "in the interests of the general budget of the country, not a separate region."
As the press secretary of the President of the Russian Federation Dmitry Peskov said, the budget discussions will be held in the State Duma, and Kadyrov can affect the decision on the budget of the republic through argumentation. In an interview with Interfax, the head of Chechnya answered this that “we have been offering specific options for more than 10 years. They are considered, they make decisions, and at the implementation stage everything begins to stop. ”
As Kadyrov added in a conversation with the agency, “if one of the federal officials, heads of ministries and departments thinks that problems can be solved only by public statements in the media, we recommend that the people of Chechnya come and explain all this.”
