Governor Sergei Levchenko introduced a bill on the redistribution of taxes of municipalities to parliament. The document is published on the Legislative website.

Levchenko proposed to transfer 5% of personal income tax and 20% of the Unified Agricultural Tax from the budgets of districts to rural settlements. The decision is caused by the redistribution of a number of powers to the lowest municipal level. This will give villages a total of about 217.9 million rubles.

In addition, the governor decided to change the system of subsidizing districts and cities, follows from the document. The regional government agrees to increase the deductions of municipalities from excise taxes on fuel from 10% to 15%. This should bring 343.2 million rubles.

“Part of the subsidation to align the budgetary security of urban and rural settlements, provided in excess of the established criteria, from January 1, 2017 it is proposed to provide municipal areas in the form of subsidies for the formation of regional financial support funds of settlements,” the explanatory note to the bill also said.

Moreover, Levchenko authorized the transfer of 25% tax to cities and districts, which will be levied on a simplified system since 2021. “This will provide additional revenues to the budgets of the second -level municipalities 1.26 billion rubles and will partially compensate for the income of local budgets associated with the termination of the taxation system in the form of a single income tax in 2021 in the form of a single income for certain types of activities, the receipt of which in 2020 is estimated at 1.37 billion rubles,” the authors of the document explain.

The reform of taxation begins against the backdrop of the conflict of the governor and a number of mayors in connection with the breakdown of the expanded meeting of the Council of the municipalities of the region, which was supposed to devote the redistribution of income between the Grandmons. Speaker of the Legislative Assembly Sergey Brilka turned to the governor with a request to increase budget transfers to municipalities.
