The deputy from the LDPR Olga Sykchina invited the deputies of the Legislative Assembly of the Kirov region to change the regulations and prohibit parliamentarians to transfer their vote to colleagues when making decisions. The corresponding draft resolution is published on the OPS website.
Sykchina in the explanatory note indicates that deputies are obliged to attend meetings, and the right to transfer vote is not provided for in the Law on the status of a deputy in the Kirov region.
“The deputy as a representative of the interests of citizens is responsible for decisions to his voters, shifting responsibility for decisions made in lawmaking is unacceptable. If a person is absent at a meeting, he cannot take part in the vote, and no one can do this for him, ”the note said.
The document says that such a norm is introduced into the regulations of the State Duma, which increases the discipline of deputies.
The draft resolution will be considered at a meeting of the Legislative Assembly on November 10. On it, the deputies will set the size of a monthly payment for parliamentarians working on an unexplored basis (that is, having the main place of work). It is proposed for the chairmen of committees and commissions to establish monthly compensation for 12 thousand rubles, their deputies - 11 thousand rubles, ordinary deputies - 10 thousand rubles. As the 7x7 correspondent specified in the Legislative Assembly, five deputies - speaker Vladimir Bykov , two deputy novels Titov and German Goncharov and two committees of committees, Vladimir Bakin and Vladimir Yagovkin , work on the released basis. The remaining 49 deputies of the parliament work on an unheated basis. It is allowed to change the number of parliamentarians who receive the salary of parliamentarians.
