
Mari El remains in the group of regions with reduced socio-political stability. These are the results of the October rating of the St. Petersburg Politics Foundation, published on November 8.
The stability coefficient in Mari El has not changed compared to September - 5.6. Among the positive events of the past month, experts noted only one thing: the 16th place of the republic in the ranking of regions on the effectiveness of participation in the All-Russian Olympiad of schoolchildren. There were more negative factors and events: the cancellation of the regional parliament of tax benefits for agricultural producers, a rally of deceived equity holders in Yoshkar-Ola, as well as the inclusion of Mari El in a group of regions with high debt load (study of the national rating agency). The change of owner of the Akashevo agricultural holding and the opinion of the head of Mari El Leonid Markelov that voters do not understand who they vote for, choosing the communist Sergei Kazankov by the State Duma deputy did not have a negative or positive effect on sustainability in the region.
According to the president of the “St. Petersburg policy” Mikhail Vinogradov , in October a new trend was designated, which will influence the position of the regions. It is associated with the relations of local administrations with a focused on tightening the budgetary policy of the Ministry of Finance of Russia and the initiative of Vladimir Putin on the adoption of a special law on the Russian nation. Vinogradov states the resumption of discussion on the enlargement of the regions. According to the experts of the fund, regions with a population of less than 3 million people are subjected to the risk of possible enlargement (if such a scenario is implemented). An external argument in favor of enlargement will be an economic agenda. In 2003-2009, the number of regions in Russia decreased from 89 to 83 mainly due to national autonomies.
