The case of Ibragimov, Ramazanov and Kagirov was allocated into a separate proceedings from the general case of Hizb Ut-Tahrir, excited by the FSB in St. Petersburg and the Leningrad Region in May 2014. In total, there are nine defendants. Six of them were arrested in the summer of 2014. These are Ibragimov, Ramazanov, plumbing Sergei Yablokov and Roman Ivanov, as well as Dagestan Gapur Magomedov and a citizen of Kyrgyzstan Mahamadimin Saliev at the same university with Kagirov.

On August 14, 2015, Saliev was sentenced to five years of strict regime under part 2 of article 205.5; Three days later, on August 17, Magomedov was given five years in common on the same charges. In early 2016, sentences to Yablokov and Ivanov were sentenced. To both part 1 of Article 205.5 was imputed, because in the case they appeared as the organizers of the Hizb Ut-Tahrir cell.
