The State Duma distributed a one -time payment of 5 thousand rubles for military pensioners

The State Duma approved the distribution of a lump -sum payment of 5 thousand rubles and military pensioners, Interfax reports . Such an amendment was adopted during the second reading of the relevant government bill.

The head of the State Duma Committee on Labor and Social Policy, Yaroslav Nilov, said that military pensioners will need to be approximately 5 billion rubles.

The bill provides for a lump -sum payment of 5 thousand rubles in January 2017 to persons permanently residing in Russia and who are as of December 31, 2016 by the recipients of pensions paid by the Pension Fund. However, the pension system of the military has its own characteristics, and formally the law did not apply to them.

On Tuesday, at an operational meeting with members of the Security Council, President Vladimir Putin instructed the government to promptly amend the bill on a lump -sum payment of pensioners in order to extend it to military pensioners and equated categories.

On August 23, Prime Minister Dmitry Medvedev announced the decision to replace the second indexation by a single payment in the amount of 5 thousand rubles. The official added money, pensioners will receive in January 2017. Then the prime minister assured that from January 1, the government will return to the complete indexation of pensions to the inflation rate.

On August 25, Deputy Prime Minister Olga Golodets confirmed these words of her boss. From the New Year, she promised, the “legal procedure” of indexing pensions will be restored .

On August 30, Medvedev at a meeting with pensioners in Lipetsk called the government’s decision "absolutely fair." “Indexing is not at all huge, we understand this,” Medvedev said. “But still, in my opinion, it is better when under these conditions there is such a unanimous payment, which can be bought for the holiday, something else is smeared with a thin layer and is not felt at all.”

Meanwhile, economists cited other calculations. In particular, the State Duma deputy Oksana Dmitrieva noted that in 2015 inflation was 15 percent, while pensions were indexed only by 4 percent. Thus, to compensate for inflation, it is necessary to index for another 10-11 percent. The average pension in Russia is now 12 thousand rubles, Dmitrieva continued. If we index it by 10 percent, then pensioners would receive 1200 rubles in addition to a month, and for a year - 14,400 rubles, that is, almost three times more than the amount of one -time compensation established by the government

PR calculations of the Central Bank, payment will cost the federal budget of 220 billion rubles. If these funds are allocated due to their redistribution inside the budget, the effect of payment canlead to an increase in inflation in the first quarter by 0.15 percentage points and additional economic growth of about 0.4 percentage points.
